About this opportunity

The Commonwealth of Kentucky's Department of Fish and Wildlife Resources issued a Request for Bids (RFB 758 1900000563) for an integrated elk tracking collar monitoring system to be delivered to Elliott County. The procurement seeks a complete, all-or-nothing system consisting of 25 Iridium GPS collars designed for cow elk, 25 Neolink-ITX VIT collars for cow elk, 25 Neolink-ITX fawn collars for cow elk, 25 Iridium collar data systems for Neolink VIT calf collars, and associated shipping and handling. The collars must be Neolink Series systems or approved equal and feature satellite-based technology capable of transmitting a minimum of two GPS fixes per day with internal antennas and custom labeling for identification purposes. The system must support remote website access for a minimum of six administrators, including four biologists and one to two graduate students, to view and download monitoring data. Adult GPS collars must remain viable for a minimum of three years, with quarterly airtime payments estimated at $3 per month per collar. Written vendor questions were due by March 31, 2019 at 4:30 PM ET, and the bid submission deadline was April 16, 2019 at 1:30 PM ET. All proposed pricing must remain valid for a minimum of sixty calendar days following the bid due date. Bids must be submitted in person to the Finance and Administration Cabinet's Office of Procurement Services at 702 Capitol Ave, Capitol Annex Room 095, Frankfort, Kentucky 40601, with inquiries directed to Richard Mize at 502-564-6521; online bidding is prohibited.

Bidders must submit three required affidavits with their bids: an Annual Affidavit confirming compliance with Kentucky campaign finance laws, resident bidder status requirements, and non-delinquency on state taxes and fees; a Resident Bidder Affidavit establishing that the bidder is authorized to transact business in Kentucky and has maintained continuous compliance for one year prior to solicitation, including filing state income taxes, making unemployment insurance payments, and maintaining workers' compensation coverage; and a Qualified Bidder Affidavit for bidders claiming status as nonprofit corporations furthering KRS Chapter 163 or qualified nonprofit agencies for individuals with severe disabilities. All affidavits must be notarized. The solicitation does not identify any current incumbent vendors, specific set-aside designations for disadvantaged enterprises, or award value/budget range information. Bidders should note that delivery and billing should be directed to the Kentucky Department of Fish and Wildlife Resources at #1 Sportsman's Lane, Frankfort, Kentucky 40601, and that the Finance and Administration Cabinet retains the right to deem vendors ineligible if they fail to comply with solicitation provisions and stated terms and conditions.
