About this opportunity

The City of Philadelphia is conducting a micro purchase solicitation for an Elevator Safety Rescue Block through its PHLContracts electronic bidding platform. This procurement will be awarded as a whole or on a line-item basis, whichever serves the City's best interests, to the lowest responsible bidder. Prospective sellers must submit quotes for all items listed in the solicitation to be eligible for award and are prohibited from delivering products or providing services until receiving official notification from the Department. The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination thereafter and no renewal options. All quoted prices must be submitted electronically through PHLContracts by the deadline of May 14, 2026, with no modifications permitted after bid opening. Quotes will be accepted or rejected within 60 days of submission, and all terms and prices remain valid for 60 days from the submission date. Required qualifications include proof of workers' compensation insurance at statutory limits, general liability insurance of at least $500,000 per occurrence, and automobile liability insurance of at least $300,000 per occurrence, with the City named as an additional insured.

There are no specific set-asides or restrictions limiting competition to particular business classifications, though vendors may voluntarily submit LGBTQ Applicant Opportunity Data Sheets to identify their status as LGBTQ-certified businesses through recognized certifying agencies such as the National LGBT Chamber of Commerce or Independence Business Alliance. All sellers must certify that they are not indebted to the City for delinquent taxes, liens, judgments, or fees without an established payment plan, and must comply with Philadelphia's business income, net profits, and wage tax requirements. The City is exempt from federal excise, transportation, and Pennsylvania sales taxes, and all quoted prices must be net and exclusive of taxes. Products must be delivered FOB Destination Point at the quoted prices, with payment due following delivery and City approval upon invoice submission through electronic payment processing. The micro purchase dollar limit is $43,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, rounded to the nearest $1,000. A mandatory Consent and Authorization Agreement must be signed and submitted either as part of the vendor profile registration or attached to the first submitted quote prior to bid closing.
