About this file

This document is a Seller SOP (Standard Operating Procedure) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for the Elevator Safety Rescue Block micro purchase opportunity in Pennsylvania. Vendors must complete all required tabs and fields within the PHLContracts system, including the General Tab (confirming seller role and Local Business Entity status), Items Tab (entering unit costs for all listed items), Questions Tab (answering mandatory questions), Terms & Conditions Tab (accepting bid terms and downloading attachments), and Attachments Tab (submitting required documentation). The micro purchase will be awarded as a whole or on a line-item basis, whichever serves the city's best interests, to the lowest responsible bidder. Sellers must quote all items to be eligible for award and must not deliver or provide services until official notification from the Department.

Key submission requirements include executing a Consent & Authorization form, which must be on file in the vendor's profile or attached during the quote submission process; quotes without this form will not be considered. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. The checklist emphasizes saving work at each step and addressing all red validation warnings before final submission. The LBE (Local Business Entity) Program designation question must be answered to proceed, though it does not apply to small purchases. All documentation and quote details must be reviewed and submitted through the www.PHLContracts.phila.gov platform.
