Menard Correctional Center, an Illinois Department of Corrections facility, is requesting bids on elevator repair and maintenance services for a five-year term under IFB B53481, with proposals due September 14, 2026. This is a small-business set-aside contract.
The scope covers annual inspections, monthly preventative maintenance, and emergency service calls (within three hours of request) for seven elevator and lift systems: two hydraulic passenger elevators, one cable freight elevator, one porch lift vertical platform lift, one vertical platform lift, and two freight elevators distributed across multiple buildings. The vendor must comply with ANSI A17.1 and ANSI A17.2 standards and Illinois Fire Marshal Office requirements. Planned service work is scheduled Monday through Friday, 7:00 a.m. to 3:00 p.m., unless otherwise agreed.
The vendor must hold a license from the Illinois State Fire Marshal Elevator Safety Division and QEI Certification conforming to ASME QEI-1 standards. General commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance as required by law are mandatory. All vendor personnel must pass security background checks prior to on-site work. Subcontracting is not permitted.
The contract term is five years with a maximum total term not to exceed ten years including renewal periods. Estimated budget allocations are $5,000 for preventative maintenance materials and $2,500 for emergency contract materials. All work occurs at Menard Correctional Center with 100 percent performance at the specified Illinois location; the vendor shall not be reimbursed for travel time or mileage.
Vendors must submit either the Vendor Disclosure form (formerly Form A) or the IPG Active Registered Vendor Disclosure form (Form B), depending on registration status with the Illinois Procurement Gateway. Disclosure requirements include financial interests and conflicts of interest for contracts with annual values exceeding $100,000, debarment history, and certification of compliance with state and federal statutory requirements covering non-discrimination, drug-free workplace, steel product sourcing, environmental compliance, political contribution restrictions, cybersecurity standards, and forced-labor prohibition.
