About this opportunity
The Georgia World Congress Center Authority is seeking qualified contractors to modernize nine hydraulic elevators at its Atlanta facility through this Request for Proposal issued on July 14, 2025. The procurement encompasses six passenger elevators (Cars A-1E, A-2E, A-5E, A-5B, B-8A, B-8B) and three freight elevators (Cars B-6, B-7, B-13), with the scope including all engineering, labor, materials, transportation, and equipment necessary for modernization. Contractors must provide interim preventive maintenance, warranty preventive maintenance for a twelve-month period following final acceptance, and continuing maintenance post-completion, with emergency callback response required within two hours. Detailed pricing quotations are required for modernization work, interim maintenance, warranty maintenance, and labor rates for additional work beyond the base scope. Evaluation criteria include cost of required work and maintenance services, project completion schedule, contractor's track record on similar elevator modernization projects, and maintenance capability in the Atlanta area. A mandatory proposal conference and site visit is scheduled for July 23, 2025, at 1:00 PM at the Georgia World Congress Center, with written questions due by July 28, 2025, at 10:00 AM, and completed proposals due via email to EColeman@gwcc.com by 10:00 AM on August 11, 2025. Addendum No. 1, issued August 4, 2025, provides ten clarifications regarding HVAC minisplit installation, sump hole management, sprinkler head placement, hoistway lighting and enclosure requirements, and machine room door modifications.
The solicitation documents do not identify any set-aside designations for disadvantaged enterprises, women-owned businesses, or other protected classifications, nor do they specify an incumbent contractor or current service provider. Contractors must comply with all Georgia state laws and local Atlanta codes, secure all required permits, and acknowledge receipt of Addendum No. 1 in blue ink prior to the proposal deadline. All quotations are firm with no escalation permitted if the contract is awarded within 120 days of the due date; awards deferred beyond 120 days may allow adjustment for labor and material cost changes. Proposals remain open for acceptance for 180 days following submission, and the Authority explicitly reserves the right to reject any or all proposals and is not obligated to make an award. Strict communication restrictions are in effect throughout the procurement process, prohibiting interested firms from communicating with Authority staff or officials regarding the solicitation except through formal question submission procedures, with violations subject to proposal rejection. No specific award value or budget range is disclosed in the available documentation.
