About this opportunity
The State of Colorado, Department of Personnel & Administration, is requesting proposals for comprehensive elevator maintenance and repair services across thirteen state facilities in the Denver and Lakewood metropolitan area under RFP AAGA 2027-0019, with proposals due September 4, 2026 at 2:00 PM Mountain Time. A mandatory pre-proposal meeting and site visit are scheduled for August 10–11, 2026 at the State Services Building in Denver. Service-Disabled Veteran-Owned Small Business (SDVOSB) offerors are encouraged and must provide verification of certification from the U.S. Department of Veterans Affairs.
The scope encompasses routine and preventive maintenance, emergency repairs, and elevator phone maintenance for thirty-eight elevators (including passenger and freight units from manufacturers such as Otis, Dover, Montgomery, Kone, Westinghouse, and Motion Control Engineering) located at ten Denver facilities and three Lakewood facilities. The contractor must comply with Colorado Conveyance Regulations (7 CCR 1101-8) and ASME A17.1-2007, A18.1-2005, and A17.3-2005 standards. Standard service calls require one-hour on-site response between 7:00 AM and 6:00 PM weekdays; after-hours and weekend calls also require one-hour response. The contractor must establish and maintain OEM-compliant spare parts inventory at each location within ninety days of contract execution, conduct all annual inspections and testing by May 15th, and maintain an internet-accessible portal updated weekly with service data. Personnel must hold valid technician licenses and pass background checks within one week of award. Pricing is cost-plus for parts and materials with separate hourly rates for after-hours service calls, submitted as firm fixed prices on the provided cost proposal sheet. The State retains the right to award in part to multiple offerors.
Evaluation criteria include technical capability and maintenance compliance, response time and emergency service reliability, supply chain and inventory management, personnel qualifications and company history, and cost. Proposals must remain valid for 180 days. An estimated Notice of Intent to Award is September 16, 2026, with contract execution targeted for October 31, 2026. The contract is subject to continuing availability of Federal and State funds.
