About this opportunity
Piedmont Technical College, located in Greenwood County, South Carolina, is seeking comprehensive elevator maintenance services for six passenger elevators across multiple campus buildings (Buildings A, C, D, E, F, and K). The solicitation, issued by the State Fiscal Accountability Authority's Division of Procurement Services, requires a contractor to provide 24/7 preventive maintenance and repair services for Dover and Schindler elevators, including monthly inspections, lubrication, testing, cleaning, adjusting, and repairs to ensure compliance with ANSI A17.1, A17.2, A17.3, and South Carolina Elevator Code standards. Contractors must employ technicians with a minimum of five years' experience in complex elevator maintenance and provide employee resumes and certifications. The contract demands an emergency response within two hours at no additional cost, with bidders required to submit a single all-inclusive unit price covering all labor, materials, equipment, lubricants, spare parts, tools, and services for the entire five-year contract period. Proposals are due by August 30, 2021, at 11:00 AM, with questions accepted until July 29, 2021, at 11:00 AM, and award notification expected on September 13, 2021.
The solicitation does not include specific minority business participation requirements or set-asides for disadvantaged enterprises. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence, auto liability of $1,000,000, and worker's compensation with statutory limits. Bidders may claim in-state vendor or contractor preferences if they maintain an in-state office. The contract structure includes an initial one-year term with four potential one-year renewals, for a maximum five-year period beginning September 23, 2021. Price adjustments are prohibited during the initial term but may be requested for renewal periods, not exceeding the Consumer Price Index increase for "Other Goods and Services." One elevator (Building D) is currently out of service and will be addressed through separate deduct pricing until permanent repair, which will be handled through a future bid process. The college reserves the right to engage an elevator consultant to evaluate contractor performance at any time, and certain repair work is explicitly excluded from the contractor's responsibilities, including car enclosure panels, hoistway structure repairs, main line power switches, and emergency power plants.
