About this file
This is Amendment 1 to an Invitation for Bid issued by the State of South Carolina's Division of Procurement Services on behalf of Piedmont Technical College for elevator maintenance services. The solicitation seeks bids for ongoing elevator maintenance for multiple elevators at the college, with one elevator (Building D) currently out of service to be bid separately for repair at a later date. Offerors must submit one copy of their offer online at http://www.procurement.sc.gov by August 30, 2021 at 11:00 AM. The deadline for submitting questions to the Procurement Officer Nakendra Perry was July 29, 2021 at 11:00 AM. No pre-bid conference or site visit is scheduled. Award is anticipated on September 13, 2021. The solicitation requires offerors to hold their bids open for a minimum of 60 calendar days following the opening date.
This amendment clarifies experience and reference requirements for offerors. The amendment reduces the required comparable contracts submission from five to three most recent contracts performed within the past two years, reduces the required list of South Carolina public entities served from a comprehensive list to three references from the past three years, and maintains requirements for general business history and a list of any failed projects, suspensions, debarments, and significant litigation. Out-of-service elevators will be addressed through deduct pricing until operational, with permanent repair to be handled through a separate bid process. Offerors may claim in-state vendor or contractor preferences under South Carolina Code Section 11-35-1524 if they maintain an in-state office. All pricing terms, discounts for prompt payment, and other solicitation terms remain as originally specified.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4) & (6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i) & (ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

AMENDMENTS TO SOLICIATION (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Underlined text is added to the original provison. Stricken text is deleted. [02-2A097-1]
1. Building D Elevator is out of service. How do you want to handle the pricing of this unit being that it is not operational but shows on the bidding schedule document?
State’s Response: Bid the elevator in the same manner as the other elevators and plan for a deduct until it is operational.
2. On Page 25 the solicitation list the following requests:
(a) The general history and experience of the business in providing work of similar size and scope.
(b) A detailed, narrative statement listing the five (5) most recent, comparable contracts (including contact information) which have been performed for the last two (2) years. For each contract, describe how the supplies or services provided are similar to those requested by this solicitation, and how they differ.
(c) A list of every South Carolina public body for which supplies, or services have been provided at any time during the past three years, if any.
(d) List of failed projects, suspensions, debarments, and significant litigation.
My question is do you really need all of these. Our customer list alone is pretty large. Would a few references suffice?
State’s Response: Request (a) and (d) should be replied to as listed.
Request (b) may be amended as follows:
“A narrative statement listing the three (3) most recent, comparable contracts (including contact information) which have been performed for the last two (2) years. For each contract, describe how the supplies or services provided are similar to those requested by this solicitation, and how they differ.”
Request (c) may be amended as follows:
“A list of three (3) references from South Carolina public entities for which supplies, or services have been provided at any time during the past three years, if any.”
3. During our survey there was one elevator that had been down for a long while. Are we going to quote the repair for this elevator or be allowed to attempt to get it running before we accept it onto the maintenance contract?
State’s Response: The repair will be performed via a separate bid at a later date. We do not expect it to be accepted on the maintenance contract until it is properly repaired.
ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL INVITATION FOR BID.
