About this opportunity

The Town of Palm Beach, Florida is soliciting bids for a full-service term contract for elevator maintenance and inspection services for five hydraulic elevators located across five municipal buildings, including the North Fire Station, Town Hall, Police Department, Central Fire Station, and Par 3 facility. The contract requires a qualified elevator maintenance contractor to perform quarterly service, annual certification of operation inspections, and maintain all elevators in compliance with American Society of Mechanical Engineers (ASME) safety codes and state of Florida elevator regulations. Bidders must be certified elevator maintenance contractors and hold a Certificate of Competency from the Bureau of Elevator Safety. The procurement process includes a non-mandatory virtual pre-bid meeting via Microsoft Teams on September 24, 2025, with bids due on the same date through the Bonfire eProcurement platform. Evaluation criteria will likely include technical qualifications, compliance with safety standards, and pricing, with the contract to be awarded to the lowest responsive and responsible bidder. Contractors must also comply with additional requirements such as wearing uniforms, undergoing fingerprint background checks for the Police Department, and performing work between 7:00 AM and 4:00 PM, Monday through Friday.

The procurement opportunity appears to have no specific set-aside designations for disadvantaged enterprises. Contractors must meet several compliance requirements, including E-Verify registration, maintaining a drug-free workplace, and providing comprehensive insurance coverage with minimum limits of $1,000,000 per occurrence for general liability and auto liability. Vendors must also complete various certification forms, including those related to scrutinized companies, foreign entity compliance, and public records management. While a specific contract value is not explicitly stated, the pricing structure involves a firm price for maintenance and inspection, with additional repairs and parts to be billed on a "Cost Plus" basis. Contractors will be required to submit supplier invoices with their billing, and labor time will be calculated from site arrival to departure. The Town will not pay for trip charges, travel time, or ancillary fees, and the contract is expected to be for a standard term with potential for renewal based on satisfactory performance.
