About this opportunity

Flagler County Board of County Commissioners is soliciting bids for comprehensive elevator maintenance services for thirteen elevators and six wheelchair lifts across five county facilities, including the Flagler County Courthouse, Kim C. Hammond Judicial Center, Government Services Building, Sheriff's Operation Center, and Airport Corporate Center. The procurement requires a qualified vendor to provide full-service maintenance, including monthly and annual inspections, testing, adjustments, repairs, and replacements for elevator equipment manufactured by Dover, Schindler, Thyssen Krupp, and National Wheel. Vendor qualifications include possessing a Florida state license, having at least five years of similar experience, maintaining a local service center within 60 miles of Bunnell, FL, and having access to a minimum of $45,000 in parts and materials. All elevator mechanics must demonstrate journeyman-level skills with documented training in construction techniques, electricity, electronics, and microprocessor theory. The solicitation (Invitation for Bid #25-ITB-032) was released on January 29, 2025, with a response deadline of February 24, 2025, at 2:00 pm, and includes a non-mandatory pre-solicitation meeting scheduled for February 7, 2025, at 10:00 am. Questions from potential bidders were required to be submitted by February 11, 2025, at 5:00 pm.

The contract will be awarded for an initial three-year term with an option for one subsequent two-year renewal. While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned, the bid documents include several compliance requirements such as E-Verify participation, a Drug Free Workplace Certification, a Human Trafficking Attestation, and a Prohibition Against Contingent Fees. Bidders must provide a Hold Harmless Agreement and verify they employ fewer than four employees, which exempts them from workers' compensation insurance requirements. The solicitation requires vendors to submit a References Form documenting three previous agency references to demonstrate professional experience. Pricing will be based on monthly maintenance rates for each elevator, with additional hourly rates for standard and overtime repair services. While a specific award value was not disclosed, the comprehensive nature of the maintenance requirements and the number of facilities suggest a significant contract value. Vendors must also provide detailed documentation of their employees' qualifications and commit to maintaining all elevator equipment in safe operating condition.
