About this opportunity

The Georgia World Congress Center Authority is soliciting proposals for elevator door lock monitoring devices on 14 elevators (six Westinghouse and nine Montgomery units) in Building B of the Georgia World Congress Center in Atlanta, with proposals due July 5, 2023 at 10:00 a.m. and a proposal conference on June 27, 2023 at 11:00 a.m. A communication restriction is in effect: interested firms and finalists are prohibited from contacting Authority staff or officials about the solicitation except through formal question submission, and finalists or apparent awardees must not issue public statements or press releases regarding their selection status; violation may result in rejection.

The scope is furnishing and installing monitoring devices to bring elevators into compliance with ASME Elevator Safety Code A17.3 Section 3.10.12. Devices will monitor car door positions, detect door lock circuit faults, and prevent elevator operation when doors are open or faults are detected. Addendum One, issued June 28, 2023, permits vendors to select either the Argus door lock monitor or the C.E. DLM door lock monitoring system. The contract includes all necessary equipment, labor, materials, permits, and supervision, with a 30-week performance period from execution and a three-year warranty on all work and materials from final inspection.

Evaluation weighs technical merit (60 percent) including demonstrated experience with at least five similar projects completed within the past five years, financial qualifications, and references; and cost (40 percent) including overall anticipated costs and payment terms. Progress payments are monthly at 90 percent of incorporated labor and materials, with final payment 30 days after final inspection and certificate issuance. Proposals must remain open for 120 days following submission. The contractor must carry workers' compensation insurance with limits of $1 million per accident and comply with federal, state, and local codes including OSHA requirements. Small and minority-owned businesses are encouraged to participate. Kone Inc. has been selected as Apparent Awardee. Respondents must submit one original, one flash drive copy, and three hardcopies to Erle Coleman, Director of Supply Chain Management, and include a signed acknowledgement of Addendum One with their submission.
