About this opportunity

The Howard County Board of Education is requesting bids for elevator and chair lift contractor services on an annual or as-needed basis under ITB Bid 042.26.B3, with bids due July 8, 2026 at 1:00 PM and questions due June 18, 2026 at 1:00 PM.

HCPSS intends to award to a minimum of one or more contractors and reserves the right to assign projects based on scope, completion time, and proposed cost. Contractors must be authorized service providers maintaining a local office within 50 miles of HCPSS facilities. Key personnel — one service supervisor and three service technicians — must be committed full-time employees with a minimum of three years of post-certification elevator experience. Contractors must hold a valid Maryland contractor's license and pass federal debarment certification and Maryland Education Article 6-113.2 child safety screening. All bidders must certify they will not knowingly employ registered sexual offenders at school facilities. Performance and Labor and Materials Bonds are required for contracts exceeding $100,000.

The scope includes preventive maintenance, service, repairs, and inspections for hydraulic elevators, traction elevators with machine room-less technology, and traction chair lifts, encompassing CAT1 annual preventative maintenance inspections, CAT5 full-weight inspections when required, and annual fire and smoke test inspections. All unit costs must be all-inclusive, covering labor, materials, equipment, supervision, travel time, mileage, waste disposal, overhead, and profit. Price adjustments are permitted only for federal minimum wage increases, CPI-W decreases for the Baltimore Region (capped at 10%), or manufacturer-assessed cost increases passed through without markup.

The annual estimated contract value is $500,000, though HCPSS makes no guarantee regarding work volume or value assigned. The contract runs three years from award with options to renew for two additional one-year periods at the school system's sole discretion. Contractors must maintain commercial general liability of at least $1 million per occurrence and $2 million general aggregate, plus $1 million umbrella coverage, with the Board named as additional insured. Liquidated damages are assessed at $500 per calendar day for missed completion dates. Bidders must submit an executed affidavit, three recent project references, key personnel forms, company profile, contractor's license, elevator technician certificates, proof of insurance, and bonding company confirmation.
