About this opportunity
Oconee County Board of Commissioners (Georgia) issued an RFQP on November 16, 2021, seeking proposals for a fifteen-year full-service maintenance program for five elevated water storage tanks, with proposals due December 16, 2021, and a mandatory pre-proposal meeting held November 30, 2021.
The five tanks are Dove Creek (250,000 gallons, 43-foot diameter), Mars Hill Tank No. 1 (1,000,000 gallons, 70-foot diameter), Mars Hill Tank No. 2 (500,000 gallons, 50-foot diameter), Watkinsville Tank No. 1 (250,000 gallons, 43-foot diameter), and Watkinsville Tank No. 2 (750,000 gallons, 64-foot diameter, under construction). Services include annual visual inspections, interior washout and disinfection, structural repairs, coating-system evaluations, repainting, emergency response, and perpetual warranty coverage. All work must comply with AWWA Standards D101 and D102, Georgia Security and Immigration Compliance Act requirements, and applicable federal and state regulations. Coating specifications require Tnemic products with a five-year material warranty and fifteen-year gloss and color retention warranty; bidders must provide pricing for both switching to Tnemic or maintaining current coating systems. Tank logos and colors remain unchanged.
Proposals must include comprehensive statements of qualifications, firm information, team organization, safety records, three years of financial statements, experience with similar projects, and detailed cost proposals for annual and total maintenance costs per tank. Evaluation criteria are weighted: Project Experience and Available Resources (35%), Offered Services and Project Management (35%), and Cost Proposal (30%). A five percent bid bond and Consent of Surety letter are required with proposals; performance and payment bonds of 100 percent of the total agreement amount are due upon award.
Insurance requirements include Workers Compensation (statutory limits), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Automobile Liability ($1,000,000 combined single limit). Questions were due December 6, 2021. The contract was awarded to American Tank Maintenance LLC for $1,944,624.00. The agreement may be renewed up to four successive one-year periods contingent upon annual budget appropriations.
