About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the Governor's Office of Economic Development – Utah Office of Tourism, is soliciting statements of qualifications for a professional services contract to co-develop curriculum and practical toolkits for the ELEV8 Utah Experience Development Program, with qualifications due August 31, 2026 under a small-purchase framework (Administrative Rule R33-105) capped at $100,000.
The scope encompasses curriculum narrative text, structural templates, and completed examples across four sequential monthly modules spanning September through November 2026 (with finalization in December): "The Why" (Experience Design & Story Crafting), "The What" (Experience Mapping), "The How" (Staging & Marketing), and "The Now" (Testing, Selling & Going Global). Deliverables target five niche tourism sectors — agritourism, astrotourism, culinary tourism, cultural and historical tourism, and health and wellness tourism — designed as evergreen materials supporting Utah's preparation for the 2034 Winter Olympics. The contractor functions as "The Cartographer" within a collaborative ecosystem including the Utah Office of Tourism (Expedition Lead), Destination Marketing Organizations (Base Camp Managers), and Experience Curators (local business owners and park representatives), with bi-monthly milestone check-ins throughout the project.
The estimated contract value is $100,000 maximum, based on approximately 195 professional hours over 15 weeks. Payment is structured as 50 percent upon contract execution and 50 percent upon completion by December 18, 2026. This is an RFSQ; vendors must submit qualifications only and explicitly must not include pricing. Vendors may assert claims of business confidentiality for trade secrets and commercial financial information (not pricing) by submitting both redacted and non-redacted versions. The State retains ownership of all deliverables. Standard state terms require $1,000,000 per occurrence commercial general liability insurance, E-Verify compliance for any Utah employees, and a one-year warranty on all work product.
