About this opportunity
Cecil County, Maryland is requesting proposals for electronics recycling services at no cost to the county, with proposals due January 29, 2026. The vendor must hold ISO 14001, ISO 45001, and E-Stewards certifications — mandatory eligibility requirements that filter the competitive set.
The scope encompasses collection, transportation, sorting, processing, marketing, and recycling of televisions, monitors, personal computers, laptops, servers, cell phones, printers, copiers, and miscellaneous household electronics. The county established this permanent recycling program in 2005 and is funded through the Solid Waste Management Division. The awardee must provide all services — including transportation and processing — at no cost to the county. The proposal must confirm whether the vendor will supply packaging materials (Gaylord boxes, pallets, shrink wrap) at no cost. For any televisions or monitors that the vendor will recycle at cost rather than at no cost, the vendor must specify pricing per pound or per ton.
Cecil County Code Section 92 contains a local-bidder preference; the Certification of Contractors Qualifications form requires vendors to confirm whether they qualify as local bidders and their Maryland residency status. Vendors established outside Maryland must apply for Foreign Business status. Bidders must submit proof of State of Maryland Construction Firm License or other applicable licenses, SAMS number, sales-tax payment history, years of operation under current firm name, and contract performance history. Vendors must disclose any prior defaults, refusals to sign at bid amounts, or debarment history with government entities.
The contract will incorporate the county's standard agreement template, which designates time as essential, requires written authorization for scope changes, and permits verbal emergency orders reduced to writing within twenty-four hours. The county's Solid Waste Management Division operates on a modified holiday schedule that includes American Indian Heritage Day despite its status as a county holiday.
