About this opportunity
The Florida Department of Health, Division of Disease Control and Health Protection, Bureau of Epidemiology is seeking to purchase hosting services for its existing, proprietary ESSENCE (Electronic Surveillance System for the Early Notification of Community-Based Epidemics) and EpiCom database systems. These systems are used for community-based epidemiology and notification. The Department is requesting authorization to procure these hosting services as a single source from ISF, Inc., the sole provider of the software, maintenance, and required supporting infrastructure. The contract term is 3 years with an estimated value of $1,136,106.00. The posting period for this single source procurement is from April 20, 2022 to May 11, 2022. The justification for the single source is that ISF, Inc. created the ESSENCE and EpiCom systems and is the only entity qualified to maintain and support the complex, interconnected databases, servers, environments, documentation, and proprietary processes required for these systems.
This opportunity is limited to ISF, Inc. as the sole source provider. There are no set-aside designations or restrictions on the types of organizations that can respond. The incumbent vendor is ISF, Inc., who currently provides the hosting, maintenance, and support services for the ESSENCE and EpiCom systems. The systems require integration with existing infrastructure and technology owned by the Florida Department of Health. The estimated award value is $1,136,106.00 over the 3-year contract term.
