About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) published by the Florida Department of Health, Bureau of Epidemiology. The Department is seeking to purchase hosting services for its existing, proprietary ESSENCE (Electronic Surveillance System for the Early Notification of Community-Based Epidemics) and EpiCom database systems. The hosting services will be provided by ISF, Inc., the sole provider of these services, software, and maintenance. The contract term is 3 years, with an estimated value of $1,136,106.00. The posting period for this single source purchase is from April 20, 2022 to May 11, 2022.
The justification for the single source procurement is that ISF, Inc. created the ESSENCE and EpiCom systems and is the only entity qualified to maintain and support the complex, interconnected databases, servers, environments, documentation, and proprietary processes required for these systems. The Florida Department of Health, Division of Disease Control and Health Protection, Bureau of Epidemiology is requesting authorization to purchase the hosting services from ISF, Inc. as a single source.
