About this opportunity
The State of Florida Agency for Health Care Administration (AHCA) has issued a Request for Information (RFI) seeking industry solutions for replacing its existing health facility licensing system, specifically the Tyler Technologies Versa Regulation Licensing System (version 2.11). This RFI, posted on April 1, 2026, with a submission deadline of April 20, 2026 at 2:00 PM Eastern Standard Time, is for planning purposes only and will not result in a contract award. Respondents must submit one electronic copy not exceeding 100 pages in Microsoft Word 2013 or newer format to solicitation.questions@ahca.myflorida.com. The Agency seeks a Federal Risk and Authorization Management Program (FedRAMP) compliant, cloud-based Software as a Service (SaaS) solution built on Service-Oriented Architecture (SOA) principles. Key deliverables and requirements include migrating approximately 265GB of data from the current Oracle database, implementing digital application processes with automated workflows, establishing centralized data management with API connectivity, and incorporating an "Evergreen" system support concept emphasizing continuous updates and maintenance. Vendors must demonstrate expertise in user-friendly interfaces with chatbot assistance, regulatory compliance features, public sector audit requirements, enterprise mission-critical application integration, data marts and enterprise data warehouse configurations, and comprehensive privacy and security credentials specific to health data protection. The RFI requires vendors to provide information on general pricing considerations, technical capabilities, business experience, relevant federal and state contract history within the past five years including GSA contracts, and subcontractor/partner qualifications. Questions concerning the RFI must be submitted in writing by April 8, 2026, with Agency responses provided by April 13, 2026, and the Agency reserves the right to conduct clarification meetings with respondents following the submission deadline.
The RFI does not specify any set-aside designations or restrictions on the types of organizations eligible to respond, nor does it identify preferred vendors or disadvantaged enterprise requirements. The current system infrastructure—the locally hosted Tyler Technologies Versa Regulation Licensing System operating on Oracle database technology within the state's Northwest Regional Data Center—represents the existing platform that must be replaced; vendors must demonstrate capability to seamlessly integrate with and migrate from this legacy system. The RFI does not provide a stated award value or budget range, as this is a planning and information-gathering mechanism rather than a formal procurement solicitation. Respondents should be aware that all costs associated with preparing an RFI response are the responsibility of the vendor, and submission of information does not guarantee any future procurement action or contract award. The Agency will use the information gathered through this RFI process to inform the development of formal procurement requirements and specifications for a subsequent health facility licensing system replacement initiative.
