About this file
This is Addendum No. 2 to a Request for Information (RFI) issued by the State of Florida Agency for Health Care Administration (AHCA) regarding replacement of its existing Versa health facility licensing system. The addendum provides responses to 147 written questions submitted by vendors including Rotation Software, Inc., Deltek, Counterpoint Consulting, IntegrityPro Consulting LLC, GL Solutions, System Automation, Appian, Strategic Communications, Coastal Cloud, RedMane Technology LLC, Salesforce, Ondaro, ISF, and Computronix. The RFI seeks a cloud-based Software as a Service (SaaS) solution built on Service-Oriented Architecture (SOA) principles to replace the current Tyler Technologies Versa system running on Oracle database infrastructure. The Agency requires migration of approximately 265GB of data, implementation of digital application processes with automated workflows, centralized data management with API connectivity, and continuous system updates. The solution must support approximately 400 internal users, over 50,000 external providers, roughly 50,000 annual application transactions, and approximately 22,000 annual inspections with approximately 10 inspection types. Mobile inspection capabilities for approximately 500 devices are required with offline functionality. The original RFI submission deadline was April 20, 2026, with written questions due by April 8, 2026, and Agency responses provided by April 13, 2026; Addendum No. 1 revised the timeline and Addendum No. 2 was posted on April 22, 2026.
The AHCA indicated that FedRAMP authorization is encouraged but not required, and the Agency is open to all deployment models including fully vendor-hosted SaaS, single-tenant, or government-owned contractor-operated solutions. The Agency has not established a budget range or timeline for a formal solicitation following this RFI and indicated no anticipated timeframe for releasing an RFP. Procurement method, vehicle, and strategy remain undetermined. Distinct line-item pricing is preferred over bundled total cost of ownership models. The Agency is researching master data management possibilities and has not yet determined data migration approach or whether full historical data migration or a phased archive approach will be employed. The current system, implemented approximately 25 years ago, includes application, licensure, cash, enforcement, and customized inspection modules. The Agency expects integration with several dozen existing systems and requires robust API capabilities for sending and receiving information. The RFI does not specify a budget allocation, set-asides, incumbent preferences, or contract award value, as this is a planning and information-gathering mechanism only with no contract award resulting from the RFI.
