The procurement solicits qualified vendors to provide comprehensive electronic equipment and software packages, with strict compliance required under NJAC 16:85 Contracting Policies and Procedures. Key deliverables include a wireless microphone system, speakers, an audio processor with Bluetooth capabilities, volume controls, a motorized screen, a 15,000 lumen laser projector, and a control system with a touch panel. The bid is to be received electronically through BidNet Direct on July 15, 2025, at 11:30 A.M., with work expected to commence within 30 days of award. Vendors must demonstrate technical capabilities to install and maintain the specified electronic equipment and prepare specific reporting materials as required by the county.
The procurement is funded through the American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds, with Mercer County having received $71,368,970.00 for eligible expenses between March 3, 2021, and December 31, 2024, with fund expenditure deadline of December 31, 2026. While no specific set-aside designations for disadvantaged enterprises are explicitly stated, bidders must comply with ARPA guidelines and federal regulations. The project aims to provide assistance to disproportionately impacted populations through capital improvements and equipment procurement, supported by federal award number SLFRP4580 from the U.S. Department of the Treasury. Potential vendors should be prepared to demonstrate compliance with federal procurement standards, technical expertise in audio/visual system installation, and ability to meet the specific equipment and integration requirements outlined in the bid documentation. The procurement represents a targeted investment in community infrastructure, specifically enhancing the technological capabilities of the Ewing Senior Community Building.
