About this opportunity
The Washington State Department of Corrections (DOC) is seeking vendors to provide electrolysis services to incarcerated individuals receiving treatment for gender dysphoria. The DOC is committed to promoting the physical and mental health of all incarcerated individuals, including the provision of electrolysis services, particularly pre-operative electrolysis of the genital area for male-to-female patients. The DOC is interested in contracting with vendors who are members of the Washington State Electrologist Association, certified through the American Electrology Association or Society for Clinical and Medical Hair Removal, or have completed Stephanie Shields' training program. Vendors must describe their business profile, electrolysis treatment plans, service locations, equipment needs, availability and capacity, and pricing structure. The DOC anticipates serving 10-25 individuals per year and requires vendors to be willing to provide services both on-site at DOC facilities and off-site at vendor locations within 50 miles of DOC facilities. Vendors must submit their responses by September 16, 2024, which may be used by the DOC to pursue direct negotiation of a client services contract.
The DOC is interested in working with small, diverse, or veteran-owned businesses to provide these services. The RFI does not provide details on pricing terms, set asides, incumbent providers, funding requirements or sources, or other salient financial information. However, the DOC is committed to ensuring the necessary supplies and equipment are available for effective on-site electrolysis treatments and is open to considering a range of pricing models, including hourly rates, per treatment costs, and any additional charges related to the provision of services.
