About this opportunity

The City of New Haven is soliciting competitive proposals for multi-year retail electric supply to municipal accounts under a two-phase RFQ/RFP process, with non-price qualifications due June 15, 2026 at 11:00 AM and questions due June 8, 2026 at 5:00 PM. The procurement covers approximately 700 metered and unmetered accounts across city departments including schools, public safety operations, street lighting, and major municipal buildings, with estimated annual usage of 46,000 MWh and a contract start date of July 1, 2026.

Suppliers must hold active Connecticut Public Utilities Regulatory Authority (PURA) retail supplier certification, demonstrate experience managing at least 5 MW of municipal or government load, and maintain credit ratings of BBB- or higher (or post letters of credit for lower ratings). These are mandatory minimum qualifications; Phase 1 prequalification approval by the City is required before advancing to Phase 2 pricing submission.

The contract term is 60 months from the meter read date beginning July 1, 2026. The procurement employs a block and index structure with firm service delivery. Suppliers may offer either fixed or floating Renewable Portfolio Standard (RPS) pricing with Day-Ahead LMP indexing at the Connecticut Zone. The City requests flexible add/delete provisions allowing portfolio changes up to 10 percent of initial contract volume without repricing, and fixed-block pricing with 48 hours advance notice and 4 business hours response time. Payment terms are Net 30 with dual billing format; the City prefers monthly summary invoices accompanied by account-level detail in Microsoft Excel.

Pricing must include no upfront costs and remain valid until 4:30 PM on the submission date. All respondents must accept the City's Standard Terms, with limited negotiation permitted on commercial terms. The Board of Alders must approve the contract due to its duration exceeding one year and anticipated value exceeding twenty-five thousand dollars. Evaluation emphasizes competitive pricing, rate volatility reduction, compliance with Connecticut clean energy goals, and modern energy data and reporting capabilities. All submissions must be made electronically through the City's OpenGov eProcurement Portal.
