Electricity Purchase RFP Summary
This is a Request for Proposal (RFP) issued by the City of New Haven, Connecticut for the procurement of multi-year retail electric supply services. The City seeks competitive proposals for electricity supply to municipal accounts, including schools, public safety operations, and major municipal buildings, with an estimated annual usage of 46,000 MWh. The solicitation requires a two-phase submission process: Phase 1 consists of non-price qualifications due June 15, 2026 at 11:00 AM, followed by Phase 2 pricing submissions from pre-qualified vendors. A question submission deadline of June 8, 2026 at 5:00 PM precedes the response deadline. The contract will commence on July 1, 2026 (first meter read date) and extend for an initial term of 60 months. All submissions must be made electronically through the City's OpenGov eProcurement Portal. The contract requires Board of Alders approval due to its duration exceeding one year and anticipated value exceeding $25,000.
Suppliers must meet minimum qualifications including active Connecticut Public Utilities Regulatory Authority (PURA) retail supplier certification, experience managing at least 5 MW of municipal/government load, and credit ratings of BBB- or higher (or post letters of credit for lower ratings). The product specification allows for two retail adder options: fixed Renewable Portfolio Standard (RPS) pricing or floating RPS pricing, with Day-Ahead LMP indexing at the Connecticut Zone. Payment terms are Net 30 days with dual billing format; the City prefers a monthly summary invoice accompanied by account-level detail in Microsoft Excel format. The City is tax-exempt and will provide a sales tax exemption form. Pricing must include no upfront costs and remain valid until 4:30 PM on the submission date. The City requests flexible add/delete provisions allowing portfolio changes up to 10 percent of initial contract volume without repricing, and pricing on fixed blocks with 48 hours advance notice and 4 business hours response time. All respondents must accept the City's Standard Terms, including liability limitations, assignment restrictions, and termination provisions, with limited negotiation permitted on commercial terms.

The City would like an add/delete clause in this agreement that gives it flexibility to make these changes up to ±10% of the initial contract volume, without having to re-contract, reprice, or be assessed early termination fees. This provision does not govern or relieve the
City from its obligation to pay for any Fixed Price Blocks for which it has previously transacted.
B. During the course of the Agreement and no more than five (5) times per Calendar Year, the City may request from Seller, prices for Fixed Price Blocks for a designated size, term, and delivery location with a minimum quantity of 0.3 MW and minimum tenor of 1 month. Seller agrees to make offers exclusive of any hold premium and provide a means for email execution of such offers by an authorized party.

The City requests a minimum of four (4) business hours to respond to such requests. The City will not incur any fees, penalties, or other charges associated with holding price within these parameters.
