About this opportunity
The Oregon Department of Transportation (ODOT) is seeking one qualified contractor to provide a PM10-compliant, battery electric mechanical pickup highway sweeper through an Invitation to Bid (ITB) process. The procured equipment must include a minimum 4 cubic yard capacity with a high side dump hopper, such as an Electrically Powered Elgin Broom Bear Sweeper or approved equivalent, and will be delivered to ODOT Fleet Operations at 455 Airport Road SE, Building L, Salem, Oregon. The sweeper must be a new, unused standard production model capable of operating statewide in highway maintenance operations at elevations from sea level to 8,000 feet in all weather conditions, with specifications including a Cascadia IM-425 electric motor or approved equal, 400kWh 750V DC Lithium Iron Phosphate battery, dual controls, SAE J1772 CCS charging capability at Level 2 (20 kW or higher) and DC Fast Charging (180 kW or higher), and performance standards including 55 MPH travel speed when fully loaded, 3 MPH sweeping speed, 26-foot curb-to-curb turning radius, and 10-foot minimum sweeping path width. Bidders must demonstrate a minimum of three years of experience providing similar goods and services, submit three references from comparable contracts completed within the last three years, provide monthly manufacturing status reports beginning the month following purchase order receipt, and deliver the equipment within 365 calendar days of purchase order issuance. The contractor must also provide a minimum of 4 hours of operator and maintenance orientation training at the Bend Maintenance Facility and ensure all manufacturer warranties are transferred to ODOT at no charge upon delivery. The ITB was posted on March 17, 2026, with bids due by April 2, 2026, submitted electronically through the OregonBuys eProcurement system, and a public bid opening will occur immediately following submission via Microsoft Teams. Evaluation criteria include bidder qualifications, experience references, compliance with technical specifications and workmanship standards, and pricing competitiveness, with all pricing held firm throughout the contract term.
No Disadvantaged Business Enterprise (DBE) participation goal has been assigned to this procurement, though DBE reporting requirements apply. This federally funded procurement is subject to Buy America requirements, Cargo Preference Act requirements, and FHWA Form 1273 provisions for federal-aid construction contracts, with bidders required to certify compliance and that goods offered will meet Buy America and Cargo Preference requirements limiting foreign-origin iron or steel materials. All organizations responding must certify non-discrimination in employment practices per ORS 279A.110(4), equal employment opportunity policies, and conformance with ODOT Conflict of Interest Guidelines, and for contracts with anticipated price of $150,000 or more, must have a written policy and practice preventing sexual harassment, sexual assault, and discrimination. Bidders must also confirm they are not debarred or suspended by federal or state agencies and have no active exclusions on the System for Award Management (SAM). No incumbent vendor or current contractor is identified in the procurement documents. The contract is anticipated to be 2 years or upon completion of all contractor obligations, whichever occurs first, with compensation based on fixed unit prices. The specific award value or budget range is not disclosed in the available solicitation materials, and ODOT reserves the right to reject any or all bids, cancel or delay the solicitation, and withdraw any items from award if in its best interest.
