About this opportunity
The Utah Transit Authority (UTA) has issued a Request for Qualifications (RFQu) for procurement of a qualified team to assess, design, and implement improvements to electrical distribution systems at multiple operations and maintenance facilities across Weber, Salt Lake, and Utah counties. The project encompasses assessment and evaluation of existing electrical systems, design and preconstruction services, construction, procurement of materials and equipment, installation, testing, and commissioning across nine primary facilities including the Jordan River Rail Service Center, Meadowbrook, Midvale Rail, Mobility Center, Ogden, Riverside, Timpanogos, and Warm Springs facilities. The selected contractor will enter into a Master Task Ordering Agreement (MTOA) with a three-year base term plus two optional one-year renewal periods, with individual Task Orders to be issued for phased work as identified and prioritized. Key personnel requirements include a Program Manager with minimum 10 years' design and construction experience, a Lead Engineer with minimum 7 years' experience and a Utah Professional Engineer license, a Construction Manager and/or Project Engineer, and a Project Superintendent. The RFQu evaluation will utilize a weighted scoring system totaling 100 points: Team and Key Personnel Qualifications (20 points), Project Understanding and Approach to the Work (25 points), Past Experience and Quality of Similar Work (35 points), and Risk Evaluation and Mitigation Matrix (20 points). Respondents must submit one electronic copy of technical and pricing Statements of Qualifications via the Euna portal not exceeding 10 pages (with 2 pages allowable in 11" x 17" format) by June 12, 2026, at 2:00 p.m., with a deadline for submitting questions by June 5, 2026. Required documentation includes signed proposal declarations, bid forms, a 5% bid bond, and performance bonds equal to 100% of estimated construction costs.
Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($4,000,000 general aggregate), Automobile Liability ($2,000,000 combined single limit), Workers' Compensation (statutory), Professional Liability ($1,000,000 per claim/$2,000,000 annual aggregate), and Railroad Protective Liability ($2,000,000 per occurrence/$6,000,000 aggregate) for work within 50 feet of active railroad tracks. The project is subject to Federal Transit Administration (FTA) funding requirements and Davis-Bacon Act prevailing wage standards applicable to building construction in Salt Lake, Weber, Davis, and Tooele counties, with wage rates ranging from $9.50 to $55.43 per hour depending on trade classification, plus fringe benefits and paid sick leave requirements. All contractors and subcontractors at any tier must comply with extensive federal compliance obligations including civil rights requirements, Americans with Disabilities Act standards, Clean Air Act and Federal Water Pollution Control Act compliance, Buy America domestic preference requirements for materials, and Disadvantaged Business Enterprise (DBE) requirements with mandatory subcontractor payment within 30 days of receipt of agency payment; however, the project carries a 0% DBE participation goal. Compensation will be negotiated on a task-order-by-task-order basis using an open-book cost estimating process with fixed labor rates established in the MTOA, with payments structured as lump sum or not-to-exceed pricing, although no minimum number of task orders is guaranteed under this agreement. Contractors must comply with the UTA Quality Management Plan, Design Quality Procedures, and Construction Safety and Security Program Manual, with all design costs, safety measures, security compliance, and required training incorporated into project pricing. The procurement specifically addresses aging electrical infrastructure documented in the UTA Facilities Master Plan - Condition Assessment, with deficiency issues spanning lighting systems, power distribution equipment, backup power systems, transformers, transfer switches, and ancillary systems that have exceeded useful life or are nearing operational lifespan limitations.
