About this opportunity

The City of Pasadena Public Works Department Street Maintenance Division is requesting bids for electrical materials and supplies to maintain street lights, traffic signals, and citywide safety lights, with bids due August 12, 2026 at 3:00 PM and questions due July 29, 2026 at 2:00 PM. This procurement is structured as a two-year term contract awarded to the lowest responsive and responsible bidder on lowest grand total price.

The scope comprises 134 line items including rigid galvanized conduit in various sizes, couplings and elbows, grounding rods, LED and high-pressure sodium lamps, metal halide lamps, LED cobra head fixtures, ballast kits, hand tools, electrical connectors, wire and cable, and fuses. Deliveries must be made to City Yards at 323 W. Mountain Street, Pasadena, California, between 7:00 AM and 3:00 PM Monday through Friday, with next-day or same-day delivery required based on order timing. The City applies a 1.75 percent sales and use tax deduction to qualifying bids. Unit price increases in subsequent years are capped at the Consumer Price Index rate for the preceding 12-month period.

Award evaluation considers lowest grand total price, quality of materials, bidder ability and capacity, financial resources, character and integrity, previous performance with the City, and ability to provide future maintenance and service. A bid bond equal to five percent of the total bid price is required. Bids must remain open for 180 calendar days from opening.

Vendors must comply with the City's Equal Employment Opportunity practices, Living Wage Ordinance (for contracts exceeding $25,000), minimum wage requirements, Declaration of Non-Collusion, and Americans with Disabilities Act accessibility standards. Factory warranties on all materials and replacement of defective items at no cost to the City are required. Vendors must obtain a Pasadena business license and submit a Unique Entity Identifier (UEI) from SAM.gov. Federal compliance certifications including lobbying disclosure and non-lobbying certifications are required. Proof of insurance is required prior to contract award.
