About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for Electrical Instrumentation & Telemetry Continuing Engineering Services under RFP Project No. PBCWUD 26-016, with proposals due July 7, 2026. The procurement is structured as a master professional services contract with individual Consultant Services Authorizations issued on an as-needed basis; no minimum work level is guaranteed under the master agreement.
The scope encompasses continuous engineering consultation and support for electrical instrumentation and telemetry systems serving Palm Beach County Water Utilities Department projects. Respondents must submit a Qualification Questionnaire following the formula (A) = (B) + (C), where (A) represents total scope, (B) represents local work, and (C) represents non-local work. Both prime consultants and subconsultants must complete questionnaires for their scope of services.
Compensation is structured through hourly rates with an overhead and profit factor multiplier, or lump-sum fees, with labor categories and rates detailed in Exhibit C of the master contract template. Monthly billing occurs with forty-five-day payment terms following County representative approval. Out-of-pocket expenses are reimbursable in compliance with Florida Statutes Section 112.061.
The contract requires compliance with Palm Beach County's Small Business Development Ordinance, including SBE participation goals and reporting. Mandatory requirements include E-Verify enrollment, professional liability insurance of $3 million per claim, Commercial General Liability and Business Auto coverage, Workers' Compensation insurance, criminal history background checks for critical facilities access, human trafficking affidavit certification, and digital accessibility compliance with WCAG 2.1 Level AA standards. All work must be authorized through written Consultant Services Authorizations prior to commencement.
A non-mandatory pre-proposal meeting was held June 8, 2026 at the Central Region Operations Center, 8100 Forest Hill Blvd, West Palm Beach. Plan holder registration is required to access confidential bid documents; bidders must submit the Plan Holder Registration Form to bids@pbcwater.com. Addendum No. 2 clarified the Qualification Questionnaire formula on June 29, 2026.
