About this opportunity

The City of West Sacramento is requesting proposals for electrical engineering design services to support the installation of magnetic door holders at the Recreation Center, 2801 Jefferson Boulevard, with proposals due November 20, 2026, and a mandatory pre-proposal meeting on October 29, 2026.

The scope encompasses full design and engineering support for magnetic door holders on fire-rated doors at eight locations within Building K at the Recreation Center, which is owned by the Washington Unified School District and operated by the City under a joint-use agreement. Deliverables include project initiation and field verification (minimum two onsite stakeholder meetings), code analysis and permitting addressing the 2025 California Building Code, California Fire Code, California Electrical Code, and NFPA 72, preparation of complete construction documents suitable for bidding and installation, Division of the State Architect exemption documentation under DSA Interpretation IR A-22, bid-phase support including response to bidder questions and addenda preparation, and construction-phase services including submittal review, coordination with contractors, and closeout documentation. The consultant must serve as the design professional in general responsible charge and deliver field verification summaries, code analysis reports, 90 percent design drawings, final stamped and signed construction documents in PDF and editable CAD format, DSA documentation, and bid-phase and construction-phase responses. The project is expected to qualify for DSA exemption under IR A-22, eliminating full DSA plan review costs, though documents must comply with Title 24 and a DSA-certified project inspector is required separately. A licensed electrical engineer may serve as the design professional given the project scope. Excluded items are structural and mechanical design unless field conditions require involvement, fire alarm system design and testing by the City's contractor Engineered Monitoring Systems, agency fees, hazardous materials investigation, and DSA plan review submittal if exemption is denied.

Proposers must demonstrate a minimum of five years of experience providing engineering services to public agencies in California. The cost proposal must use a lump-sum fee structure for five main tasks plus optional bid-phase support, with a schedule of hourly rates for additional authorized services; all costs are all-inclusive with no reimbursement for travel or expenses. The initial contract term is at the City's discretion for up to three years with options to extend for two additional one-year terms, potentially totaling five years. Professional Liability insurance of at least $1 million per claim is required. Questions are due November 6, 2026. The prospective interview date is December 4, 2026. Evaluation follows a qualifications-based selection approach, with Phase 1 scoring transmittal letter completeness, proposer qualifications and experience, proven ability, technical approach, and acceptance of City contract terms, and Phase 2 evaluating the cost proposal of the highest-ranked proposer.
