2. Scope of Work
2.1. Scope of Work
Background
The City of West Sacramento operates the Recreation Center in Building K at 2801 Jefferson Blvd, located on the Washington Unified School District (WUSD) campus. The building is owned by WUSD and maintained by the City under a joint-use agreement.
The City intends to install magnetic door holders on fire-rated doors at eight locations within Building K, tied into the existing campus fire alarm system. Proposed device locations have been marked on the existing fire alarm plans by the District's fire alarm contractor and are attached to this RFP.
The Division of the State Architect (DSA) has confirmed it is the authority having jurisdiction for this work. Based on the anticipated construction cost, the project is expected to qualify for exemption from
DSA plan review, approval, and construction oversight under DSA Interpretation of Regulations IR A-22, Section 4.1.1. Exempt projects remain subject to Title 24 in full and still require construction documents prepared by a licensed design professional and inspection by a DSA-certified project inspector.
The Consultant shall serve as the design professional in general responsible charge (DPGRC) and deliver a complete, permit-ready set of construction documents and support the project through construction.
DSA has advised that a licensed electrical engineer may serve as the DPGRC given the scope of this project.
Task 1 — Project Initiation and Field Verification
• Attend a minimum of two onsite stakeholder meetings with City staff, including Capital Projects, Parks and Recreation, and Facilities: a kickoff meeting prior to the start of design, and a review meeting at the 90 percent stage.
• Conduct a site visit to verify existing conditions at each proposed door location.
• Verify the final door count and locations in the field. Doors identified to date total eight:
o K109 Physical Therapy — one door o K122 Family Locker Room — one door o K132 Cardiovascular Center — three doors o K133 Classroom — one door o K134 Classroom — one door o K136 Party Room — one door
• Coordinate with the City's fire alarm contractor, Engineered Monitoring Systems (John L.
Sullivan, General Manager), including a joint site visit if needed, to confirm device locations, relay placement, and points of interface with the existing fire alarm system.
• Verify wall construction at each location and identify backing requirements, since devices must anchor to structure rather than to wall board alone.
• Identify routing constraints, including above-ceiling access, soffits, and locations where in-wall routing may not be feasible.
Task 2 — Code Analysis and Permitting
• Prepare a code analysis addressing applicable provisions of the 2025 California Building Code, California Fire Code, and California Electrical Code, and NFPA 72 with California amendments.
• Confirm permitting requirements for the work and prepare and submit any required permit application on the City's behalf, including response to plan check comments through permit issuance.
• Notify the City immediately if the scope or cost changes such that the project would no longer qualify for exemption from DSA review under IR A-22.
Task 3 — Construction Documents
Prepare a complete set of construction documents, coordinated with the attached fire alarm documents and sufficient for bidding and installing the work without further design by others. The set shall include:
• Cover sheet, sheet index, and project data.
• Code analysis sheets.
• Electrical design narrative describing the design approach, basis of design, and interface with the existing fire alarm system.
• Floor plans identifying each door holder location and associated room.
• Door schedule indicating door type, rating, hardware, and holder assignment.
• Door hardware coordination in accordance with NFPA 80, including hold-open device compatibility with the existing fire-rated door assemblies and listings.
• Mounting details showing in-wall backing, box type, and attachment to structure.
• Wall sections or partial elevations as needed to convey mounting conditions.
• Electrical plans and details for 120V power to each door holder, including circuiting, conduit routing and sizing, home runs, junction box locations, and connection to existing panels. Conduit routing shall be designed and shown by the Consultant, not deferred to the contractor as means and methods. The drawings shall indicate the routing path for all conduit runs, including above-ceiling and surface-mounted runs, transitions through soffits and existing walls, and points of connection, at a level of detail sufficient for bidding and installation. Minor field adjustments to accommodate actual conditions are acceptable; wholesale deferral of routing design is not.
• Specifications or notes covering device type, finish, patching, and painting.
• General notes coordinating the work with the fire alarm scope, developed in coordination with the fire alarm contractor.
Drawings shall be prepared by or under the responsible charge of a California-licensed architect or engineer qualified to serve as the design professional in general responsible charge, and shall bear the appropriate stamp and signature. The set shall be complete and internally coordinated. Incomplete or placeholder sheets are not acceptable. Because the project is not expected to receive DSA plan review, the documents shall be prepared to full Title 24 compliance without reliance on agency review to identify deficiencies.
Task 4 — Exemption Documentation
• Prepare DSA documentation required for the project, including DSA Form 7, Application for
Concurrence: Project Is Exempt, if applicable, and submit it to the DSA Sacramento Regional
Office on behalf of the City.
• Respond to DSA questions and provide supplemental information until written concurrence is issued.
• Review the fire alarm contractor's shop drawings and submittals for general conformance with the construction documents.
The Consultant shall not submit construction documents to DSA for plan review without written authorization from the City. Voluntary submittal of an exempt project triggers full DSA plan review and construction oversight.
Task 5 — Bid Phase Support (as directed)
• Respond to bidder questions through the City.
• Provide clarification of the construction documents as requested by the City.
• Prepare addenda content, including revisions to drawings, schedules, details, and specifications, as needed.
• Review bidder questions and identify any necessary corrections or clarifications to the construction documents.
• Incorporate approved bid-phase revisions into the conformed construction documents.
Task 6 — Construction Phase Services
• Review the installing contractor's submittals for conformance with the construction documents, including door holder devices and CSFM listings, backing and mounting hardware, conduit and wire, power supplies, and patching and paint materials.
• Respond to requests for information.
• Review proposed substitutions and product alternatives, as requested by the City.
• Coordinate with the DSA-certified project inspector retained by the City.
• Coordinate with the contractor and fire alarm contractor regarding installation and integration of the door holder devices with the existing fire alarm system.
• Respond to field conditions and construction issues related to the door holder systems.
• Review testing and inspection documentation for the door holder devices and fire alarm interface.
• Review punch list items and provide recommendations for corrective action items.
• Coordinate updated fire alarm as-built drawings with the fire alarm contractor.
• Review close-out documentation, including applicable testing, inspection, product, warranty, and record documentation.
Deliverables
• Field verification summary and confirmed door schedule.
• Code analysis and electrical design narrative.
• 90 percent design drawings, in PDF, for City review and comment.
• Final construction documents, stamped and signed, in PDF and editable CAD format.
• DSA documentation required for the project, including Form 7 if applicable.
• Bid-phase addenda and responses to City review comments, as required.
• Construction-phase RFI and submittal review responses.
• Final conformed construction documents reflecting revisions issued during bidding or construction, in PDF and editable CAD format.
• Review of testing, punch list, and close-out documentation.
Attachments and Reference Documents
• Proposed door holder locations, marked on fire alarm plans E4.17 and E4.18, prepared by
Engineered Monitoring Systems, dated September 10, 2026 (attached).
• Fire alarm contractor's scope of work proposal (attached).
• Existing building drawings in the City's possession, available on request.
• Site access coordination through Parks and Recreation staff.
Assumptions and Exclusions
• Structural and mechanical design are not anticipated. If field conditions require structural involvement, it shall be identified and handled as additional services.
• Fire alarm system design, shop drawings, programming, and testing are by the City's fire alarm contractor, Engineered Monitoring Systems. The Consultant shall coordinate with that contractor and review its submittals but is not responsible for that work.
• Agency fees, if any, are paid by the City.
• The DSA-certified project inspector is retained by the City under separate contract.
• This scope assumes the project qualifies for exemption from DSA plan review and approval under IR A-22. DSA plan review submittal, response to plan review comments, and DSA construction oversight and certification services are excluded and would be negotiated as additional services if the project is determined not to be exempt.
• Existing fire alarm system record drawings will be made available by the City or WUSD.
• Hazardous materials investigation and abatement design are excluded.
2.2. Term of Contract
The initial term of the Contract is at the City's discretion and may be up to 3 years. The City also reserves the right to extend the Contract for up to 2 additional 1-year terms (individually, “Extension”) upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 5 years upon the same terms and conditions as parties agreed in the Contract.
Notwithstanding the foregoing, the City is not obligated to extend the Contract for any amount of time.
If there is outstanding work within the Scope of Work at the end of the term of the Contract and the City requires time to solicit for and secure an alternative contractor, Contractor shall continue to provide the services within the Scope of Work on a month-to-month basis, not to exceed six (6) months, at the same cost, terms, and conditions in effect at the termination of the Contract. The City shall give Contractor at least thirty (30) days written notice of such a need and the anticipated timeline to secure an alternative contractor.
