About this opportunity

The Georgia World Congress Center Authority (GWCCA) is soliciting proposals for the procurement and installation of electric vehicle charging infrastructure across multiple parking decks at the GWCC campus in Atlanta, Fulton County, Georgia. The project requires the provision, installation, and ongoing operational support of twenty-one (21) dual-port Level 2 EV charging stations (minimum 42 total charging connectors) distributed across the Red Deck, Orange Deck, Green Deck, and Silver Deck parking structures. Deliverables include new, current-generation, UL-listed, ADA-compliant, network-enabled smart chargers operating at 240V; complete turnkey installation including all electrical infrastructure (panels, conduits, trenching/boring, utility interconnection), engineering, and permitting; software and network subscription services; preventative and corrective maintenance; 24/7 customer support with remote troubleshooting; and optional extended warranty coverage. Proposers must demonstrate current or recent experience as a prime contractor for EV charging infrastructure with a minimum of three references from comparable projects, with preference given to firms with Southeast region experience or projects involving twenty or more charging stations. Evaluation criteria consist of Technical Qualifications (70 percent) encompassing contractor experience, system functionality, maintenance and support capabilities, and warranty coverage, and Cost Proposal (30 percent) addressing equipment and installation costs, ongoing lifecycle costs, and proposed revenue-sharing arrangements. Critical dates include a pre-proposal site visit on April 8, 2026, at 2:00 PM; written questions deadline of April 10, 2026, at 10:00 AM with answers provided by April 13, 2026; and a revised proposal submission deadline of April 20, 2026, at 10:00 AM in sealed format with one original and five copies plus digital PDF version. Proposer presentations and interviews will be scheduled at a date to be determined, with final award occurring only upon full execution of the agreement following discussions with the apparent awardee.

The solicitation does not identify specific set-aside designations or restrictions limiting participation to particular classes of organizations, though all proposers must provide signed and notarized exhibits including Georgia Security and Immigration Compliance Act affidavits and non-discrimination certifications. The GWCCA is open to multiple delivery and ownership models, including Authority-owned, vendor-owned (CPO), or hybrid approaches, with final ownership and title determination based on the selected proposal structure. Proposers must address the disposition of existing ChargePoint charging stations and may recommend connector types (J1772 or NACS) and mounting solutions (pedestal or wall-mounted). Revenue-sharing models must be clearly outlined with specified percentages and associated fees, though no mandatory revenue-sharing requirement is imposed; proposers must also include credit card readers supporting contactless payment methods such as RFID, Apple Pay, and Google Pay. No fixed investment amount or budget range has been established; the GWCCA is seeking proposals that outline capital investment and financial structures with multi-year contract terms to be defined post-award. A communication restriction is in effect throughout the solicitation period, prohibiting interested firms from communicating with Authority staff or officials except through formal RFQ/RFP submission procedures, with violations subject to proposal rejection.
