About this file

This is an Addendum No. 1 to a Request for Proposals issued by the Georgia World Congress Center Authority (GWCCA) for Electric Vehicle Charging Stations (RFP No. GWCC033126EC), dated April 14, 2026. The RFP seeks the installation of EV charging equipment distributed across multiple GWCCA campus locations in Atlanta, including the Red Deck (Level 7: 2 chargers/4 ports), Green Deck (Level 1: 1 charger/2 ports), Silver Deck (Level 5: 12 chargers/24 ports), and Orange Deck (Levels 3 and 5: 12 chargers/24 ports total). The scope requires full turnkey installation including all electrical infrastructure (panels, conduits, trenching/boring, utility interconnection), engineering, permitting, and utility coordination, with optional pricing available for reduced-scope installation assuming site readiness. Proposers may recommend connector types (J1772 or NACS), mounting solutions (pedestal or wall-mounted), and support both pedestal and wall-mounted configurations. The original proposal deadline was extended to Monday, April 20, 2026, by 10:00 a.m. due to finalized charger counts and timeline considerations. The contract term is anticipated to be multi-year with final terms defined in the agreement post-award.

The addendum clarifies that GWCCA is open to multiple delivery and ownership models, including Authority-owned, vendor-owned (CPO), or hybrid approaches, with final ownership and title determination based on the selected proposal structure. No fixed investment amount has been established; GWCCA is seeking proposals that outline capital investment and financial structures. Proposers must include credit card readers on chargers and support contactless payment methods (tap technology including RFID, Apple Pay, and Google Pay). Revenue sharing models must be clearly outlined with percentages and associated fees, though no mandatory revenue sharing requirement is specified. Chargers require 24/7 customer support and remote troubleshooting at minimum, with proposers required to identify support service locations by city, state, and/or country. Installation may occur during normal business hours subject to coordination with operations and event schedules. Disposition of existing ChargePoint chargers is to be determined, with proposers able to include optional pricing for removal. Integration with the Authority's parking system is optional and not mandatory. No installation plans, site drawings, or additional specifications are available at this time, and all addenda must be incorporated into final submissions as issued through the Georgia Procurement Registry (GPR).

3. Or, is the installation scope to include all electrical infrastructure (panels, conduits, trenching/boring, utility interconnection) and engineering/permitting needed to make the site ready for EV charging?

Answer: Yes. Proposers shall include full turnkey installation, including all electrical infrastructure, engineering, permitting, and utility coordination. Proposers may also provide optional pricing for a reduced scope assuming site readiness.

4. I wanted to reach out to request clarification regarding the bid instructions for this project. At your convenience, could you please provide any available details related to the bidding requirements, including submission guidelines, scope expectations, deadlines, and any specific documentation or formats that are to be followed?

Answer: Proposals must be submitted in accordance with the requirements outlined in the RFP, including submission guidelines, scope expectations, deadlines, and required documentation.

5. Additionally, if there are any addenda, alternates, or project-specific considerations that should be accounted for in the proposal, please let me know so we can ensure our bid is complete and aligned with your expectations.

Answer: Any addenda or updates will be issued through the Georgia Procurement Registry (GPR). Proposers are responsible for incorporating all addenda into their submission.

6. We appreciate the opportunity to review this project and look forward to your guidance. Please feel free to share any relevant plans, specifications, or supporting documents that will assist in preparing an accurate and competitive proposal.

Answer: No additional plans or specifications are available at this time.

7. Please confirm if GWCCA is seeking a CPO/owner‑operator model.

Answer: GWCCA is open to multiple delivery models, including Authority-owned, vendor-owned (CPO), or hybrid approaches.

8. What is the term of this contract?

Answer: The contract term is anticipated to be multi-year, with final terms defined in the agreement.

9. Are references to be entered in Exhibit B or in "References" tab of the Excel pricing sheet?

Answer: References shall be included in the required proposal sections/forms. The pricing template reference tab is supplemental and does not replace required submissions.

10. Please clarify who has ownership of the chargers once installed.

Answer: Ownership will be determined based on the selected proposal and delivery model.

11. Please confirm who will be the title owner of the chargers.

Answer: To be determined based on the awarded structure.

12. Is GWCCA intending to procure the equipment and associated services?

Answer: Yes, GWCCA intends to procure EV charging equipment and associated services; however, alternative delivery models may be considered.

13. Please outline the full scope of investment that GWCCA plans to make for this opportunity.

Answer: GWCCA has not established a fixed investment amount and is seeking proposals that outline capital investment and financial structures.

14. Please provide details on the complete scope of installation required for this opportunity. Would infrastructure already be in place and we would be required to simply connect and commission the chargers? Or is the intent for us to provide the full infrastructure?

Answer: Proposers shall include full infrastructure as part of their base proposal.

Optional pricing for limited-scope installation may also be provided.

15. Has any pre‑construction work been undertaken by GWCCA? If so, please outline the current stage of construction at the proposed site locations.

Answer: No.

16. Please provide a detailed project timeline for all phases of this opportunity.

Answer: A detailed timeline will be established post-award.

17. Is there an installation plan or schedule for the campus? Can any drawings be provided with the intended locations for the chargers?

Answer: No installation plans or drawings are available at this time.

18. Is there a preference of connector type? J1772 or NACS, or one of each per station?

Answer: No preference. Proposers may recommend appropriate connector types.

19. Are all chargers intended to be installed specifically at the GWCC location?

Or would they be spread out among the campus locations? How many chargers at each location?

Answer: Chargers will be distributed across GWCCA campus locations (Atlanta).

20. The forms include a references sheet (3) and a qualifications sheet (5).

Additionally, the pricing sheet has a tab for references. Are we required to provide additional references above the 8 requested in the forms or is this a redundancy that we can disregard?

Answer: Proposers are only required to meet the minimum reference requirements.

Duplicate submissions are not required.

21. We are kindly requesting an extension of 1-2 weeks, due to the charger counts not being finalized (based on yesterday’s site meeting) and the short timeline between questions being answered and the deadline. The Q&A is vital in order to finalize our submission and given that shipping time for the proposal submission needs to be taken into account, there is not currently sufficient time to complete the package.

Answer: The due date has been changed to Monday, April 20th, by 10:00am.

22. Do you require credit card readers on the chargers?

Answer: Yes.

24. Can you please also clarify the proper format of the proposal? It is not clear what the tabbed sections should be/include.

Answer: Proposers must ensure that submissions are categorized, numbered, and responsive in accordance with the RFP instructions.

26. Should the tabbed sections be based on that list (A-E: Financial Stability, Qualifications, References, etc.) or should the tabbed sections follow page 11, Section VI under the Scope of Services, numbers 1-11?

Answer: Tabbed sections shall follow the Deliverables/Proposal structure (A–E, etc.)

outlined in the RFP.

27. Will the new chargers need to be pedestal mounted or wall mounted? Based on the walk through it looks like the existing chargers are a combination of both.

Answer: Proposers may recommend pedestal and/or wall-mounted solutions.

28. Are existing chargers power sharing (one dual port operates off a single 40A breaker) or is each port operating on its own 40A breaker?

Answer: Existing configurations vary.

29. For credit card payments, please better define “tap” requirement?

RFID/APPLE/Google plus physical Credit card ability also?

Answer: “Tap” includes contactless credit cards and mobile wallet payments (e.g., Apple Pay, Google Pay).

30. Can you please advise at what sort of revenue sharing model you are looking for?

a. What does your current model look like and what would you like it to be?

Answer: Proposers shall propose a revenue sharing model. GWCCA is seeking flexible and competitive structures.
