Connecticut Department of Energy and Environmental Protection (DEEP) is requesting bids for consulting services to review and support installation of replacement electric vehicle charging stations at four statewide state parks and one district headquarters location, with bids due November 13, 2026 at 2:00 p.m. EST. The solicitation is open to all qualified vendors with no set-asides stated.
The scope spans 16 charging stations across Hammonasset Beach State Park in Madison (8 chargers), Silver Sands State Park in Milford (2 chargers), Rocky Neck State Park in Niantic (2 chargers), and Western District Headquarters in Watertown (4 chargers). The consultant must perform site compatibility reviews, document existing equipment and conditions, develop schematic plans showing utilities for each installation, provide cost and construction timeline estimates, coordinate system startup and owner training, and conduct functionality testing and demonstration to DEEP staff. A two-week review period must be incorporated into the contractor's timeline. The new charging stations must integrate Amp Up wireless software to process electronic payments for each transaction. Bidders must contact site representatives to schedule facility visits before submission.
Bid submissions must include a clear project approach demonstrating understanding of the work, specific experience with similar projects including references with contact information, and detailed cost and time breakdowns for each scope item accompanied by a work schedule. Personnel named in the bid response must be the actual project assignees, with any changes requiring DEEP approval. Interviews with the evaluation panel may be required after bid submission. The selected contractor will negotiate a Purchase Order and Project Agreement outlining roles, responsibilities, financial terms, and conditions. Bid validity extends 90 days following submission and may be extended by mutual agreement. The vendor and answer period runs concurrently through November 13, 2026 at 1:45 p.m. EST.
