The ITB was formally announced on October 23, 2026, with bids due no later than 2:00 PM on November 13, 2026. Bidders must contact site representatives to schedule facility visits, document existing equipment and conditions, and develop schematic plans showing utilities for each installation. The scope includes site compatibility reviews, cost and construction timeline estimates, coordination of system startup and owner training, and functionality testing and demonstration to DEEP staff. A two-week review period must be included in the contractor's timeline, and interviews with evaluation panel representatives may be required following bid submission.

All bids remain the property of DEEP and are subject to Connecticut's freedom of information and privacy laws. Bid validity extends for 90 days following the submission deadline and may be extended by mutual agreement. The selected contractor will be notified and a Purchase Order and Project Agreement will be negotiated outlining roles, responsibilities, financial terms, and other conditions.
