About this opportunity
The City of Thousand Oaks, through its Public Works Department, is soliciting competitive sealed bids for the construction of electric vehicle charging infrastructure at the Hill Canyon Wastewater Treatment Plant (CI 5709). The project scope encompasses the design and installation of electrical distribution and associated underground and aboveground electrical and civil infrastructure to support six Level 2 fleet electric vehicle chargers, including a 50KVA transformer (480-120/240V, 1-phase, 3-wire), a new 200A panelboard (EV1), circuit breakers, underground and aboveground conduits, communications cables (CAT6), concrete foundation pads, trenching with minimum 24-inch burial depth, metallic warning tape, wheel stops, and complete site restoration. The contractor must furnish all labor, materials, tools, equipment, and incidentals necessary for completion within 120 calendar days from the Notice to Proceed, with liquidated damages of $500 per day for contractor-caused delays and reverse liquidated damages of $1,200 per day for city-caused delays. Bidders must hold a valid California Class A or C10 contractor's license, be registered with the California Department of Industrial Relations, comply with prevailing wage requirements, and provide evidence of CARB compliance certificates for off-road diesel-fueled equipment or confirm no such equipment will be used. Electronic sealed bids are due by May 13, 2026, at 3:30 PM through the City's OpenGov procurement portal, with a question submission deadline of May 5, 2026, at 5:00 PM and a virtual bidders meeting scheduled for May 13, 2026, at 3:30 PM via Zoom. The contract will be awarded to the lowest responsive, responsible bidder based on the base bid alone, and all work must comply with the 2025 California Electrical Code, 2025 California Building Code, and 2025 California Fire Code.
The procurement contains no specific set-asides or restrictions based on disadvantaged enterprise status; however, all contractors and subcontractors must comply with California prevailing wage requirements under the California Labor Code. Successful bidders must furnish performance and payment bonds equal to 100 percent of the contract price and maintain comprehensive insurance coverage including commercial general liability, automobile liability, workers' compensation, builder's risk, and pollution liability. Bid security equal to ten percent of the submitted total bid price is required and may be provided as an electronic bid bond via Surety2000 or as a hard copy notarized bid bond on the City's form, certified check, cashier's check, or cash submitted to the City Clerk Department prior to the bid deadline. The City will retain five percent of monthly progress payments, with final payment released within sixty days after recordation of the Notice of Completion. The Engineer's Estimate for the project is $140,000, which establishes the anticipated budget range for this procurement. No incumbent vendors or existing contracted services are identified in the solicitation materials.
