The project involves the installation of electrical distribution and associated underground and aboveground electrical and civil infrastructure to support six Level 2 fleet electric vehicle chargers in the administrative parking lot for both fleet and personal use. The scope includes a 50KVA transformer, a new 200A panelboard, circuit breakers, underground and aboveground conduits, communications cables, concrete foundation pads, trenching with minimum 24-inch burial depth, and complete site restoration. The project was released on April 24, 2026, with a deadline for questions on May 7, 2026, at 12:00 PM, and a response deadline of May 13, 2026, at 3:30 PM via electronic submission through the City's OpenGov procurement portal. A non-mandatory pre-bid meeting was scheduled for May 6, 2026, at 10:00 AM at the Hill Canyon Treatment Plant, and a virtual Zoom meeting was scheduled to occur at the deadline submission time. Contractors must complete all work within 120 calendar days from the Notice to Proceed.

The Engineer's Estimate for the project is $140,000. Successful bidders must furnish performance and payment bonds equal to 100 percent of the contract price and maintain comprehensive insurance coverage including commercial general liability, automobile liability, workers' compensation, builder's risk, and pollution liability. Liquidated damages are set at $500 per day for contractor-caused delays and reverse liquidated damages of $1,200 per day for city-caused delays. All work must comply with the 2025 California Electrical Code, 2025 California Building Code, and 2025 California Fire Code. The contract will be awarded to the lowest responsive, responsible bidder based on the base bid alone, with the City retaining five percent of monthly progress payments and releasing final payment within sixty days after recordation of the Notice of Completion.
