About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of Carl D. Perkins Vocational Training Center in Thelma, Kentucky, issued Request for Bid (RFB) 758 2300000219-3 for the procurement of one electric range and one countertop conveyor oven. The electric range must be a 4-burner, 480V, 3-phase unit (field convertible to 1-phase) with nine-inch round solid plate heating elements, adjustable thermostat from 200 to 500 degrees Fahrenheit, and dimensions not exceeding 72 inches wide by 32 inches deep by 56.5 inches high to accommodate passage through a 41-inch wide by 78-inch high doorway. The countertop conveyor oven must operate on either 240V single-phase or 277V, feature a temperature range of 200 to 550 degrees Fahrenheit, include a stainless steel exterior, single deck with at least a 31-inch conveyor, digital controls, and a removable conveyor designed for countertop use. Bids closed on October 20, 2022, at 1:30 p.m. ET, with written questions due by October 13, 2022, at 10:00 a.m. ET. Evaluation was based on best value scoring using 90 points for price (lowest bidder receives maximum points) and 10 points for delivery time in working days, with a one percent daily deduction from invoices for each day delivery is missed. All bids must be submitted electronically through the Kentucky Vendor Self Service System, with vendors required to register 24 to 48 hours prior to submission. Delivery to the facility must be included in bid pricing on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise taxes and Kentucky sales or use taxes, with pricing valid for a minimum of 60 calendar days following the bid due date.
Kentucky resident bidders are eligible for reciprocal preference equal to preferences granted by the bidder's home state, and qualified bidders including Kentucky Correctional Industries receive preference points equal to 20 percent of maximum points, while Kentucky Industries for the Blind and other qualified nonprofits receive 15 percent preference. All successful bidders must submit Revenue Form 10A100, certificates of authority or foreign entity registration documentation, required affidavits confirming compliance with Kentucky campaign finance laws and tax obligations, and Equal Employment Opportunity forms if applicable prior to contract award. Vendors proposing brands or specifications different from those originally specified must submit descriptive literature for equality verification or face non-responsive bid determinations. The Commonwealth reserves the right to cancel the solicitation if all responses exceed available funding. No specific budget range or award value was disclosed in the solicitation documents. Contracts shall be awarded by line item to the vendor offering the best value, with no renewal options specified. The facility provides a loading dock with forklift access for deliveries before 4:00 p.m. and pallet jack access for deliveries after 4:00 p.m., and the Commonwealth is responsible for installation and removal of existing equipment.
