About this opportunity

Volusia County is requesting bids for electric motor repair services under ITB #27-B-03LB, with responses due October 21, 2026 at 3:00 p.m. and questions due October 14, 2026. A 3% local preference applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to solicitation closing.

The County operates approximately seven wastewater treatment facilities, nine water treatment facilities, and 126 sewer lift stations. The scope covers repair of electric motors up to 100 horsepower, including submersible pump motors and dry application motors at multiple facilities. Contractors must maintain an office location within one hour of Volusia County to support critical repairs. The repair scope includes disassembly, inspection, rewind, bake and dip, machine work, bearing replacement, heat strip replacement, reassembly, testing, and painting. The contract requires a minimum 15-month warranty on parts and services, with response times of 24 hours for regular orders and 16 hours for emergency orders. Contractors must provide normal business hours labor rates (8:00 a.m. to 5:00 p.m., Monday through Friday), overtime rates, and a flat-rate service call fee including travel and mileage.

Award will be based on lowest responsive and responsible bid evaluated using total cost from a completed Sample Job List, emergency service capabilities and compliance with specified timelines, three references from the last three years, technical specifications, and financial stability. Pricing must be submitted on a cost-plus-markup basis reflecting hourly labor rates and percentage markup over actual costs.

The initial contract term is three years with options for two subsequent one-year renewals, contingent upon mutual written agreement and County Council approval. The County remits full payment within forty-five business days from receipt of undisputed invoices. Price redeterminations are permitted once annually after the first year based on documented increases in wages, fuel, or materials, using the Employment Cost Index or Producer Price Index. Contractors must carry comprehensive general liability with $1 million each occurrence and $2 million aggregate, workers' compensation with waiver of subrogation, and auto liability with $1 million combined single limit. Responses must be submitted electronically through the County's eProcurement Portal.
