About this opportunity
The Texas Health and Human Services Commission Procurement and Contracting Services division is soliciting bids on electric door maintenance, as-needed repairs, and retrofitting services at the Richmond State Supported Living Center in Richmond, Texas, with responses due August 31, 2026 at 10:30 a.m. Questions and clarifications are due August 20, 2026 at 10:30 a.m.
Bidders must be licensed electricians or electrical contractors in Texas with a minimum of three years of relevant experience and AAADM certification for technicians. Services are performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a one-hour response requirement and four-hour on-site arrival requirement for service calls. The scope encompasses preventive maintenance inspections, emergency repairs on a time-and-materials basis, and retrofitting of electric door systems to meet operational and safety standards. All work must comply with applicable electrical codes and building safety standards.
The initial contract term runs September 1, 2026 through August 31, 2027, with no renewal options but a potential one-year extension at HHSC's sole discretion. Pricing must be submitted as firm, fixed rates on the provided Pricing Sheet (Exhibit C) covering all labor, equipment, materials, and supplies. Price adjustments are not automatic and require HHSC approval; however, contractors must immediately implement any available price decreases. Pricing may be adjusted based on the Consumer Price Index or Federal Minimum Wage increases at HHSC's discretion. No volume guarantees are provided, and the contract is subject to appropriations and fund availability.
The contractor must maintain comprehensive insurance coverage: workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). Evaluation is based on bidder qualifications, ability to meet performance requirements, past vendor performance, and price. Award is contingent on HHSC Executive Commissioner approval. Bidders may submit a HUB Subcontracting Plan to encourage utilization of historically underutilized businesses.
