About this opportunity

Boulder County Public Works is soliciting proposals from Construction Manager at Risk (CMAR) firms for preconstruction and construction services at the Eldorado Springs Wastewater Treatment Facility, with proposals due September 9, 2026.

The project scope encompasses facility improvements to increase system reliability, improve operational efficiency, and ensure continued compliance with Colorado Department of Public Health and Environment wastewater treatment regulations following a Notice of Violation. The selected CMAR will collaborate with Boulder County and JVA Consulting Engineers during final design, provide constructability review and value engineering, develop a Guaranteed Maximum Price, and manage construction while maintaining facility operations. Work can proceed with minimal service interruptions; only temporary shutdowns are anticipated during specific tie-in activities. Approximately 100 feet of laydown space is available on either side of the driveway for contractor staging. The bridge at the facility currently supports equipment such as 3,000-gallon sludge-hauling trucks and concrete trucks.

The CMAR must obtain comprehensive insurance including Commercial General Liability with $1 million per occurrence and $2 million aggregate; Automobile Liability at $1 million per accident; Workers' Compensation at statutory limits plus Employer's Liability with $100,000 per accident and $500,000 disease limits; Umbrella/Excess Liability of $3 million; Professional Liability (Errors and Omissions) with $1 million per loss and aggregate; and Pollution Liability with $1 million per occurrence and aggregate. Boulder County and Eldorado Springs Public Improvement District must be named as additional insureds. Products/Completed Operations coverage under General Liability must extend three years after construction completion.

Bonding requirements apply to the entire contract scope excluding overhead and profit. Proposal pricing must remain valid for 90 days after the due date. All electronic submittals must be received through the Boulder County Bonfire portal in widely-accessible formats (PDF, Word, or Excel) with no archived files or external links accepted. Questions should be directed to procurement@bouldercounty.gov.
