About this file
This is Addendum 1 to RFP 305-26 issued by Boulder County Public Works in Colorado for improvements to the Eldorado Springs Wastewater Treatment Facility. The project seeks qualified Construction Manager at Risk (CMAR) firms to provide preconstruction and construction services designed to increase system reliability, improve operational efficiency, and ensure continued compliance with Colorado Department of Public Health and Environment regulations. The facility improvements were initiated following a Notice of Violation from CDPHE, though the facility has remained in compliance since the operator change and implementation of interim improvements. The scope includes improvements that can be executed with minimal service interruptions, as most work can proceed without impacting influent flows, with only temporary shutdowns anticipated during specific tie-in activities. The addendum clarifies that proposal pricing must remain valid for 90 days after the proposal due date and specifies that all electronic submittals must be received through the Boulder County Bonfire portal in widely-accessible formats such as PDF, Word, or Excel, with no archived files or external links accepted.
The addendum addresses key clarifications regarding bonding requirements, confirming that bonds apply to the entire contract scope excluding overhead and profit, and should be calculated accordingly on the Attachment A CMAR Proposal Form. Additional clarifications confirm that the bridge currently supports equipment such as 3,000-gallon sludge-hauling trucks and concrete trucks, airflow monitoring equipment is not currently included in the scope, control panel upgrades are not part of the project scope, and approximately 100 feet of laydown space is available on either side of the driveway for contractor staging. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed in the best interest of Boulder County, with the County assuming no responsibility for delayed or failed electronic submittals.

Questions and Answers for RFP 305-26 - ADDENDUM #1
1. Question: VIII. Conditions of the Proposal
"Pricing in the Proposal must be valid for ninety (60) days after the Proposal due date."
The written number and the numeral do not match. Please confirm: 60 days or 90 days.
• Answer: 90 Days
2. Question: Bonds typically apply to the entire contract value and therefore cover the entire scope.
Attachment A, CMAR Proposal Form, question 4, specifies the bond rate for the construction subtotal. Please review the form so that the bond is calculated on the entire contract value, not the construction subtotal.
• Answer: The form is correct as is. The bond applies to the entire scope but not OH & P.
Questions and Answers from On-Site Meeting
3. Question: What is the bridge capacity?
• Answer: The bridge’s current rated capacity is unknown. However, it regularly supports 3,000-gallon sludge-hauling trucks and has also supported concrete trucks. We will investigate whether an official load rating is available.
4. Question: Is there a regulatory driver for this work?
• Answer: Yes. The facility began developing a long-term capital improvement plan following a Notice of Violation (NOV) from CDPHE. Since changing operators and implementing several interim improvements, the facility has not received any additional violations since December.
However, the required upgrades remain necessary regardless of the facility’s current compliance status.
5. Questions: Do we expect service shutdowns or interruptions?
• Answer: We anticipate minimal, if any, service interruptions. Most of the proposed work can be completed without impacting influent flows. A temporary shutdown may be necessary during certain tie-in activities, but a major facility shutdown is not anticipated.
6. Questions: Are we incorporating airflow monitoring?
• Answer: Airflow monitoring equipment is not currently included in the plans. We can evaluate whether incorporating airflow monitoring would provide operational or maintenance benefits as the design progresses.
7. Questions: Is there adequate room for contractor laydown?
• Answer: Yes. Approximately 100 feet of available space exists on either side of the driveway for contractor laydown and staging.
8. Questions: Are control panel upgrades included in the current scope?
• Answer: No. Control panel upgrades are not currently anticipated as part of the project scope.
