About this opportunity

The Louisville Regional Airport Authority is requesting bids on elastomeric concrete patch for Louisville Muhammad Ali International Airport and Bowman Field, with bids due August 25, 2026 at 2:00 p.m. ET and public opening via teleconference.

The scope includes all labor, management, equipment, tools, materials, and supplies necessary to provide elastomeric concrete patch products in the manner and frequency specified in the bid documents. The Authority projects purchasing approximately 25 kits per one-year period, though this projection is approximate with no guarantee of minimum purchase quantities. The product must be manufactured by D.S. Brown Company or approved equal — a two-part polyurethane polymer mix with sand and fiberglass strands, yielding 3.7 cubic feet per kit. Bidders must demonstrate a minimum of five years' experience providing the requested product and must provide satisfactory references and evidence of capability to meet all Authority standards.

The contract carries a two-year initial term with the option to extend for two additional one-year periods upon mutual consent. Pricing shall be quoted on an FOB destination basis with freight prepaid and included in the unit price, with separate unit prices required for Years 1 through 4 (Years 3 and 4 being optional renewal periods). The Authority reserves the right to award based on capability, customer service, value, and concept of operation rather than lowest price alone.

The successful bidder must provide a $1,000,000 automobile liability insurance certificate naming the Authority as additional insured, maintain Workers' Compensation Insurance, and comply with all federal non-discrimination requirements, Title VI provisions, Disadvantaged Business Enterprise policies, and Kentucky state laws. Questions and comments are due August 17, 2026 at 2:00 p.m. ET to John Wilson, Procurement Support Specialist. Award notification is anticipated within 30 calendar days following the bid due date, though the Authority reserves up to 90 calendar days for the award decision. Bid documents are available through the Authority's bidding website at www.flyLouisvillebids.com.
