About this opportunity
The Illinois Department of Public Health, Division of Environmental Health, is requesting quotes for two handheld X-ray fluorescence analyzers for lead detection in paint and soil, with quotes due October 2, 2026.
The procurement specifies equipment meeting or equivalent to the SciAps X 550 Pb Analyzer. Both units must be from the same manufacturer to ensure consistency in training, operation, and maintenance. Each analyzer must be a portable handheld device weighing 3 pounds or less with battery, utilize X-ray tube technology without radioactive isotopes, and provide real-time lead concentration analysis across single-digit parts-per-million ranges relevant to federal and state regulatory thresholds. One unit is configured for lead in paint analysis and one for lead in soil analysis.
This is designated as a one-time small purchase with no anticipated additional quantities during the contract period. The contract term extends from execution through November 30, 2026. Work location is 525 West Jefferson Street, Springfield, Illinois. The procurement is funded through the Public Health Infrastructure Grant.
Bidders proposing products other than the SciAps brand must provide comprehensive documentation demonstrating equivalency in quality, performance, and characteristics. Failure to provide sufficient documentation of compliance with all mandatory specifications may result in the bid being determined nonresponsive.
Vendors must comply with 34 Standard Illinois Certifications, including drug-free workplace standards, equal employment opportunity compliance, environmental compliance, cybersecurity clearances, and restrictions on political contributions. For awards of $1,000 or more, a $15 minority contractor initiative fee applies. Required insurance includes $1,000,000 general commercial liability and worker's compensation. The State reserves the right to terminate for cause or convenience with thirty days' notice. Work product becomes the property of the State as work for hire.
