About this file
This is a Request for Quote (RFQ) issued by the Illinois Department of Public Health, Division of Environmental Health, for the procurement of handheld X-ray fluorescence analyzers. The agency seeks two lead detection analyzers—one configured for lead in paint analysis and one for lead in soil analysis—with specifications meeting or equivalent to the SciAps X 550 Pb Analyzer. Both units must be from the same manufacturer to ensure consistency in training, operation, and maintenance. The analyzers are required to be portable handheld devices weighing 3 pounds or less with battery, utilizing X-ray tube technology without radioactive isotopes, and capable of providing real-time analysis of lead concentrations across single-digit parts-per-million ranges relevant to federal and state regulatory thresholds. The contract term extends from the date of execution through November 30, 2026, and is designated as a one-time purchase with no anticipated additional quantities during the contract period. The work location is specified as 525 West Jefferson Street, Springfield, Illinois 62702.
This procurement is funded through the Public Health Infrastructure Grant and is classified as a small purchase. The equipment will support public health inspections, outreach activities, regulatory compliance, and community soil screening efforts conducted by IDPH program staff. Bidders proposing products other than the specified brand name must provide comprehensive documentation demonstrating equivalency in quality, performance, and characteristics; failure to provide sufficient documentation of compliance with all mandatory specifications may result in the bid being determined nonresponsive. The RFQ does not specify estimated total hours, individual pricing terms, set-asides, or incumbent contractor information in the provided document excerpt.

The Vendor will provide two handheld lead paint analyzers, brand name or equal to SciAps X 550 Pb Analyzer, meeting or exceeding the specifications defined in this section.
When a specification is stated as Brand Name or Equal, the brand name product is acceptable. Other products will be considered if the Bidder provides sufficient documentation demonstrating that the proposed product is equal in quality, performance, and characteristics to the identified brand name.
The Bidder is responsible for demonstrating equivalency. Failure to provide sufficient documentation demonstrating compliance with all mandatory specifications may result in the Bid being determined nonresponsive.
Quantity and Configuration:
The State requires the following:
· One analyzer configured for lead in paint analysis
· One analyzer configured for lead in soil analysis Both analyzers will be from the same manufacturer to promote consistency in training, operation, maintenance, and accessories.
Functional Requirements:
The analyzers will:
· Utilize X-ray tube technology with no radioactive isotopes or sources
· Be handheld and portable for field use
· Weigh 3 pounds or less with the battery
· Provide real time analysis of lead concentrations
· Support detection of lead in paint and soil
· Include capability to measure background soil levels and regulatory thresholds for the State and federal government.
SOIL Performance Requirements:
The soil analyzer must be capable of detecting and reporting lead concentrations across the range relevant to federal and state regulatory thresholds. Specifically, the analyzer shall support detection of:
· Lead concentrations in the single‑digit parts‑per‑million (ppm) range (i.e., <10 ppm)
· Lead concentrations up to at least 1,000 ppm
· Residential soil screening level of 200 ppm
· Removal management level of 600 ppm Performance capabilities must align with USEPA residential soil guidance, including the 200 ppm screening threshold and the 600 ppm removal management level, as outlined in the Residential Soil Lead Directive:
https://www.epa.gov/superfund/residential-soil-lead-directive-cercla-sites-and-rcra-hazardous-waste-cleanup-facilities Additionally, the analyzer must support detection up to Illinois Department of Public Health’s (IDPH) regulatory limit for lead in bare soil areas, which is 1,000 ppm:
https://www.ilga.gov/commission/jcar/admincode/077/077008450E02050R.html Lead Paint Performance Requirements:
Performance will support detection and reporting of lead concentrations in painted surfaces in accordance with applicable federal standards for lead-based paint inspection.
The analyzer will:
· Be capable of performing in situ lead based paint analysis using Utilize X-ray tube technology with no radioactive isotopes or sources
· Provide lead-based paint measurement results in accordance with the applicable HUD XRF Performance Characteristic Sheet.
· Be lightweight and portable for use in residential risk assessments and inspections.
· Be approved or otherwise authorized for the proposed use in residential lead-based paint inspections in accordance with the applicable HUD XRF Performance Characteristic Sheet.
The analyzer will support compliance with applicable federal requirements for lead-based paint measurement, including guidance and standards issued by the United States Department of Housing and Urban Development and regulations under 40 CFR Part 745 issued by the United States Environmental Protection Agency.
Any analyzer proposed for lead based paint inspection must have a current United States Department of Housing and Urban Development XRF Performance Characteristic Sheet applicable to the specific analyzer and configuration proposed. The analyzer must be capable of being operated in accordance with the applicable Performance Characteristic Sheet. A current list of performance characteristic sheets is available in HUD’s Guidelines for the Evaluation and Control of Lead-based Paint Hazards in Housing (2012) Edition.
