About this opportunity

The Colorado Governor's Office of Information Technology (OIT) is requesting quotes for virtual instructor-led management training for OIT managers under Documented Quote solicitation DQ EGBA 2027000020, with quotes due July 23, 2026 at 5:00 PM Mountain Time — a three-day response window.

The scope is remote, internet-delivered management training designed to establish baseline competencies in people management, leadership development, and operational effectiveness across all OIT managers. Training must be interactive, incorporating breakout rooms, polls, discussions, chat, and shared whiteboards. Sessions are capped at no more than two sessions and five hours per month, distributed throughout the contract period. All training materials and vendor interactions must comply with Web Content Accessibility Guidelines (WCAG) Level AA standards, with vendors contractually indemnifying the State against accessibility deficiencies. Training is ideally scheduled to begin in August or September 2026 and must be completed by June 30, 2027.

Vendors must submit firm pricing inclusive of all implementation costs, hourly rates for key personnel, and total project cost via BidNet Direct. The State will not permit pre-payment; billing occurs upon service completion subject to Net 45-day payment terms. Price is the primary evaluation criterion. The award will be made to the responsible respondent whose acceptable quote is most advantageous to the State.

Vendors must be registered on Colorado Vendor Self Service (VSS) and BidNet prior to award and must register with the Colorado Secretary of State's Office within ten business days of award notification. Vendors must disclose whether any work will be performed outside Colorado and/or the United States and must provide an insurance certificate prior to contract execution. There is no vendor inquiry period or bidders' conference. All material submitted becomes State property, and news releases or announcements regarding the solicitation require prior written State approval.
