About this opportunity
The Office of Information Technology Services (ITS) in the state of Idaho, specifically for Ada County, is seeking a one-time exemption from competitive procurement to purchase video conference accessories and peripherals. The procurement includes specialized audio equipment such as microphones, speakers, amplifiers, cables, multimedia controls, switchers, receivers, and transmitters, along with associated system design and installation services. The solicitation is being managed through the Division of Purchasing (DOP), with a proposal due date of August 15, 2024. ITS intends to purchase these items to meet immediate business needs for its customers, noting that these specialized video conferencing products are not currently available under existing state data communications or audio-visual contracts. The agency has indicated potential vendors include Ednetics and Compunet, who were providers under a previous contract. The procurement is time-sensitive, with ITS planning to make purchases on a case-by-case basis until a comprehensive new contract can be developed through a future solicitation process.
The solicitation does not explicitly list specific set-aside designations or restrictions for disadvantaged enterprises. The procurement appears to be open to qualified technology and audio-visual equipment suppliers who can meet the specified technical requirements. While no specific budget range is detailed, the documents suggest this is a targeted, short-term procurement to bridge a gap in existing contract coverage. Insurance requirements are clearly defined, mandating commercial general liability, commercial automobile liability, and workers' compensation coverage, with the State of Idaho to be named as an additional insured. The contract will be subject to the State of Idaho's standard terms and conditions, which include an administrative fee of 1.25% for Statewide Blanket Purchase Orders, with certain exemptions for contracts under $100,000 or emergency procurements. The final determination on the procurement and exemption from competitive bidding remains at the discretion of the DOP Administrator.
Opportunity text
The Information Technology Services has requested an exemption from competition for the purchase of Video Conference Accessories and Peripherals. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
