About this file
This document is a Request for One Time Exemption from Competition from the Idaho Division of Purchasing (DOP) on behalf of the Information Technology Services (ITS) agency. ITS is seeking an exemption to purchase video conferencing peripherals, system design, and installation services that are not currently available under existing state data communications or audio-visual contracts. The requested items include audio equipment like microphones, speakers, and amplifiers, as well as accessories like cables, multimedia controls, and switchers/receivers/transmitters. ITS needs to make these purchases to meet the business needs of its customers until a new contract can be awarded through a future solicitation process, which ITS is currently working on. The DOP Administrator has discretion to approve or reject this exemption request.
The justification provided is that these specialized video conferencing products and services are not readily available through existing contract vehicles, and ITS needs to make these purchases on a case-by-case basis to meet the immediate needs of its agency customers. ITS intends to purchase these items from either Ednetics or Compunet, which were vendors under a prior lapsed contract. The DOP Administrator will make the final determination on whether to approve the exemption from competition based on the information provided by ITS and any additional feedback from interested suppliers.

| Request for the Purchase of: Video Conference Accessories and Peripherals |

| Background and Justification attach additional sheets as needed: ITS is seeking an OTE from competition to purchase video conferencing peripheral’s, system design and installation including: |
• Audio Equipment o MIC’s o Speakers o Amplifiers
• Accessories o Cables, connectors and adapters o Multimedia consoles and controls systems o Switchers/receivers/transmitters
That are compatible with Cisco Webex and Webex roomkits (purchased from the data communications contract). Along with design and installation of video conference systems. These are products and/or services not currently available under the data communications PADDs nor the audio visual PADDs. ITS is working on a draft ITB or RFP in order to have a contract vehicle to meet these needs going forward. In the meanwhile in order to meet the business needs of the ITS customers we need to be able to purchase the required peripherals and coordinate the design and installation of systems until a contract is awarded. We would like to have this exemption remain in effect until a contract is awarded. We are working on the questionnaire for an ITB, which weexpect to submit very soon, but in the meantime we need to be able to make purchases through a OTE until we have a contract in place.
We had to let our last contract lapse because the vendor was not sufficiently providing services that were required for State satisfaction and functionality.
We are hoping to purchase from either Ednetics or Compunet in the meantime like we had the last exemption.
