About this opportunity

The Idaho Transportation Department (ITD) is seeking a specialized exemption from competitive procurement for a single Planetary Gear Box, specifically for a 2002 Stewart Stevenson rotary snow plow blower. The procurement is unique in that ITD has located a rebuilt planetary gear box with a matching tag number from Eagle & Myslik in Englewood, Colorado, and is requesting a one-time direct purchase. The agency asserts that a competitive bidding process would likely result in no quotes due to the extreme rarity and specialized nature of the equipment. The total procurement cost is $21,120.24, and the Division of Purchasing (DOP) is offering transparency by allowing potential suppliers to review and provide feedback on the exemption request prior to final approval. The solicitation documents indicate that the final decision on granting the exemption remains at the discretion of the DOP Administrator, with no formal appeal process for suppliers.

No specific set-aside designations or restrictions on responding organizations are explicitly outlined in the provided documentation. The procurement appears to be a direct, targeted acquisition for a highly specialized piece of equipment with no minimum or maximum user requirements. While the documents do not mention incumbent vendors beyond Eagle & Myslik (the source of the specific gear box), they do provide standard state contract terms and conditions that would govern the potential transaction. The procurement is structured as a one-time purchase without indication of future recurring requirements or additional user expansions. The total budget for this procurement is precisely $21,120.24, which represents the full cost of the rebuilt planetary gear box needed to maintain the ITD's snow plow equipment.

Opportunity text

The Idaho Transportation Department has requested an exemption from competition for the purchase of a Planetary Gear Box. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
