About this opportunity
The Idaho Department of Health and Welfare has requested an exemption from competition to procure Juvare EMSystems software for emergency preparedness, with the exemption decision deadline September 30, 2026. The Department of Administration (DOP) is accepting public comment on whether competition would be impractical or unreasonable under the circumstances; suppliers may submit information supporting or contradicting the exemption claim through IPRO or email to purchasing@adm.idaho.gov by the closing date.
The software comprises four integrated programs—CORES Responder Management System, EMResource Per Capita, EMResource API/ADU, and EMResource HHS Reporting Interface—that provide real-time hospital bed availability, ventilator capacity, ICU status, EMS availability, PPE inventory, and monoclonal antibody supply data across Idaho hospitals, medical centers, and volunteer medical corps. The system supports federal compliance with Public Health Emergency Preparedness and Hospital Preparedness Program mandates and remains essential for managing the Strategic National Stockpile following the COVID-19 response.
The Department asserts the exemption is justified because maintenance, support, and licensing services are inherently sole-source due to Juvare's proprietary technical architecture, source code, and integration requirements. Any service interruption or procurement delay would jeopardize federal grant funding and federal performance standards compliance. The software was originally procured competitively in 2018 under ITB18000761.
The total cost for the requested three-year exemption period is $459,864.60. The exemption was approved by the DOP Administrator on September 9, 2026, with additional conditions applied. The exemption decision is discretionary; suppliers have no right to appeal the Administrator's determination. All submissions must be received prior to the closing date to be considered.
