About this opportunity

Idaho's Office of the State Board of Education is seeking approval from the Department of Administration Purchasing to exempt Canvas learning management system licenses from competitive bidding for all public higher education institutions statewide, with interested suppliers invited to submit information by September 18, 2026. The exemption request is discretionary; the DOP Administrator retains sole authority to grant or deny it, and suppliers have no right to appeal.

OSBE asserts that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. The public notice process invites suppliers to provide information supporting or contradicting this claim—including Canvas's claimed operational necessity for the higher education system, benefits of single-source procurement, existing contractual relationships, or other factors relevant to the Administrator's decision. Submissions may be attached in the Supplier Attachments section of IPRO or emailed to purchasing@adm.idaho.gov.

The exemption request document does not specify pricing, funding sources, contract term, renewal options, or the number of institutions or license seats involved. If approved, the agency would proceed with limited or no competitive procurement; the standard RFP or ITB process would be bypassed.
