About this opportunity

The Idaho Department of Health and Welfare is seeking to procure a Cancer Survivors Needs Assessment through a request for an exemption from standard competitive procurement processes. The project aims to conduct a comprehensive assessment of cancer survivors' needs, with One Health Insights (OHI) proposed as the preferred vendor due to their recent completion of a similar project in Wyoming and their established relationships with Idaho health systems. The procurement is specific to Ada County and involves a one-time, ongoing assessment designed to gather critical insights about cancer survivors' experiences and requirements. The solicitation was posted on September 11, 2023, with a remarkably short response window closing on September 14, 2023. The Department of Purchasing is offering suppliers an opportunity to review and provide input on the exemption request, with the final decision resting solely with the DOP Administrator. Potential respondents are invited to submit relevant information through the IPRO system or via email to purchasing@adm.idaho.gov prior to the closing date.

The contract opportunity does not explicitly outline specific set-aside designations or restrictions on responding organizations. The proposed procurement has an estimated value of $35,000, with the Department of Health and Welfare arguing that using OHI would be more cost-effective than engaging a different contractor, which they estimate could potentially double the project's cost and timeline. No incumbent vendors are clearly identified beyond the proposed OHI. The procurement appears to be a targeted, specialized assessment without broad competitive bidding. While the standard state contract terms and conditions are applicable, no specific integration requirements with existing infrastructure or technology are detailed in the provided documentation. The procurement represents a focused effort to understand and address the needs of cancer survivors in Idaho, with a streamlined approach to vendor selection that prioritizes expertise and efficiency over traditional competitive bidding processes.

Opportunity text

The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Cancer Survivors Needs Assessment. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
